I urge you to select "Community Plan 40." A fair overall composition to the County Council districts is imperative if our County is to be a true democracy. Lopsided districts, that favor one region over another, are totally inappropriate and unfair to the County's citizens. Thus, commission plan A, which eliminates Honokaa as an independent district and gives the Hilo region three districts, must not be the redistricting plan you select. It is blatantly unfair to the citizens of the Honokaa region and at the same time shows a bias to the Hilo area. And moving Waikoloa into a Kona district is nonsensical; this region is part of the North Kohala Community Development Plan and it should remain in the same district as Waimea and Kawaihae. Furthermore, plan A doesn't even meet the "fair plan" for council districts that your Commission outlined during the 24 August meeting. The plan your Commission must select is the one know as "Community Plan 40," developed by community groups working diligently to create a fair overall plan. This is the best overall plan for the County citizens, as it strives to keep the districts uniform in numerical composition and keep "apples with apples and oranges with oranges." It is fair to the community at large, showing no bias to "old boy" politics. Lastly, Community Plan 40 meets the "fair plan" for council districts your Commission has outlined. Your Commission must do what is best for the Hawaii County community, not what's best for the politicians and bureaucrats.
