CURTIS TYLER III <br />73 -1305 Hiolani Street • Kailua -Kona •Hawaii • 96740 -9344 <br />Tel: (808) 325 -6600 •Fax: (808) 325 -6452 • Eml: jct3kona0hawafi.rr.com <br />November 10, 2011 <br />T0: Hawaii County Redistricting Commission <br />RE: Communication S1, Review of Redistricting Plans /Maps <br />Aloha Chair Siracusa & Commission Members: <br />I have reviewed the referenced communication and the two draft plans currently under <br />consideration at today's meeting, and I wish to express my strong support for Draft Plan B <br />11.3.11. <br />My main reasons for supporting Draft Plan B 11.3.11 are based on my direct experiences as <br />a kamaaina and lifetime resident of and 4 -term County Council Member from North Kona. <br />They are as follows: <br />1. The proposed boundaries appear to more closely resemble the traditional and <br />customary moku (district) boundaries for Hawaii Island than does Draft Plan A. <br />2. Traditional existing communities are kept together and maintained within these <br />moku which, in itself, will eliminate the kind of voter confusion which could result <br />from the many boundary differences noted in Draft Plan A. <br />3. Plan B does a better job of keeping urban and rural areas distinct from each other. <br />Given the obvious and, often, marked differences between these areas, this plan will <br />more accurately represent the people and perspectives of each. <br />4. In consideration of the preceding three points, Plan B looks to be a more natural and <br />fairly representative plan of the character and tradition of existing communities and <br />their local perspectives. <br />I regret that I am unable to be present in person today, but I do appreciate your favorable <br />consideration of my testimony. <br />Thank you for the work you have accomplished to date, both individually and collectively. <br />Your task is an important, albeit difficult one, and I appreciate the many hearings and <br />careful thought you have given to producing a fair and just result for as many as possible. <br />Me ka oiaio, <br />Curtis Tyler <br />COMM. 51.25 <br />
