CURTIS TYLER III 73 -1305 Hiolani Street • Kailua -Kona •Hawaii • 96740 -9344 Tel: (808) 325 -6600 •Fax: (808) 325 -6452 • Eml: jct3kona0hawafi.rr.com November 10, 2011 T0: Hawaii County Redistricting Commission RE: Communication S1, Review of Redistricting Plans /Maps Aloha Chair Siracusa & Commission Members: I have reviewed the referenced communication and the two draft plans currently under consideration at today's meeting, and I wish to express my strong support for Draft Plan B 11.3.11. My main reasons for supporting Draft Plan B 11.3.11 are based on my direct experiences as a kamaaina and lifetime resident of and 4 -term County Council Member from North Kona. They are as follows: 1. The proposed boundaries appear to more closely resemble the traditional and customary moku (district) boundaries for Hawaii Island than does Draft Plan A. 2. Traditional existing communities are kept together and maintained within these moku which, in itself, will eliminate the kind of voter confusion which could result from the many boundary differences noted in Draft Plan A. 3. Plan B does a better job of keeping urban and rural areas distinct from each other. Given the obvious and, often, marked differences between these areas, this plan will more accurately represent the people and perspectives of each. 4. In consideration of the preceding three points, Plan B looks to be a more natural and fairly representative plan of the character and tradition of existing communities and their local perspectives. I regret that I am unable to be present in person today, but I do appreciate your favorable consideration of my testimony. Thank you for the work you have accomplished to date, both individually and collectively. Your task is an important, albeit difficult one, and I appreciate the many hearings and careful thought you have given to producing a fair and just result for as many as possible.
