RE: Testimony regarding the Redistricting of Districts 2,3 and 4

1 live in Hiln and I do not support the redistricting which is in question at
this lime. I think we should keep UistTict Z as is, "rural/urban" district and
have District 3 keel all the commercial and industrial district. 'This way, the
Council member could concentrate on the needs of their particular district.
So the lines would need to be changed from "ocean lc7 11lhuTttaln" tcI "rioith
to south" starting from Wailuku River. There are couple caFc,ptions:
1. start from the Wailuku River and continue to Kapiolani S #. and that
would be the boundary line.
2. start from the Wailuku River continue to Komohana St. and that
would be another boundary linc.
This would make the lines go from "north to south and it will keep District
Z "rural /urban" representation and Deep District 3 as the "mix "
representation.

After viewing the proposed map, E wonder wiry the commissioners in District 2, 3
and 4 didn't draw the lints going North to South" as how it has always been.
District 2 has represented the "rural and urban communities. District 4 his
always been the "mix district" and District 3 was also a mix of "rural, urban and
business in KeaauA. but now, you want to change all this, as testifiers came to
you, "keep agi, agi! ", "keep Puna, Puna ", then "KEEP RURAL,/URBAN" in District Z
and "KEEP District 4 MIX ".
Remember, your job was to make the (Fees easier and clea and "NQi" make it
more difficult and rNi�h ;a 2d�IitlpS. You cannot use this as a personal agenda;
you need think how these districts would lost service the "'People" of those
districts in Hilo.
Here is an option that you could consider, go back to using the following streets
as the boundaries; from Wailuku Ricer go to either Komohana or Ka.piniani Streets
to divide Districts 2 and 3. This way, you would start from the North end of Hilo
and go south to Keaau. this makes more sense than what you have proposed.
This will not affect any other districts because you are only Oangins the lines in
Milo, remember its up to the three commissioners in Qistrigt 2, 3 and 4 to work
together and came up with the "best" representation for Hilo.
So please reconsider changing the lines and uKEEP" District 2 as a "rural and
urban" and District 3 as the "mix".
