RE: Testimony in Opposition to present map for District 2 and District 3
After viewing the proposed map, I wonder why the commissioners in District 2, 3
and 4 didn't draw the lines going "North to South" as how it has always been.
District 2 has represented the "rural and urban" communities. District 4 has
always been the "mix district" and District 3 was also a mix of "rural, urban and
business in Keaau ". But now, you want to change all this, as testifiers came to
you, "keep agi, agi! ", "keep Puna, Puna ", then "KEEP RURAL /URBAN" in District 2
and "KEEP District 4 MIX ".
Remember, your job was to make the lines easier and cleaner and "NOT" make it
more difficult and with d lines. You cannot use this as a personal agenda;
you need think how these districts would best service the "People" of those
districts in Hilo.
Here is an option that you could consider, go back to using the following streets
as the boundaries; from Wailuku River go to either Komohana or Kapiolani Streets
to divide Districts 2 and 3. This way, you would start from the North end of Hilo
and go south to Keaau. This makes more sense than what you have proposed.
This will not affect any other districts because you are only changing the lines in
Hilo, remember it's up to the three commissioners in District 2, 3 and 4 to work
together and come up with the "best" representation for Hilo.,
So please reconsider changing the lines and "KEEP" District 2 as a "rural and
urban" and District 3 as the "mix ".

RE: North to South boundaries lines for District 2 and DistTict 3
Keep the lines the same as before and don't go from the Ocean to the
Mountain,. The commissioners in District 2, 3 and 4,, please keep the lines
going "North to South"" as how it has always been.
You know that District 2 has always represented the "rural and urban"
communities. District 4 has always been the "mix district" and District 3
was mix to because of Keacim So why change it now, "KEEP District 2
RURAL/URBAN" and "KEEP District 4 MIXED "!
Remember,, Commissioners 2,, 3 and 4,, your job as commissioner is to put
the best plan for the "People" of Districts 2 and 3 in Hilo.
Use the following streets; either Komohana or Kapiolani Streets to divide
Districts 2 and 3 and go North of Wailuku River to South to Keaau.
Please reconsider your changes and keep lines going Korth to South and
remember how this will affect the people of Hilo for the next 10 years.

RE: RECONSIDER the proposed boundaries for District 2 and District 3
I have reviewed the proposed redistrict map and I wonder why are we going from
the Ocean to the Mountain? The commissioners in District 2, 3 and 4, why are
you changing the lines and not going with the original lines going "North to
South" as how it has always been.
To my knowledge, District 2 has always represented the "rural and urban"
communities. District 4 has always been the "mix district" and District 3 was also
a "rural and urban" until 10 years ago when the commission changed that and put
Keaau in District 3.
"KEEP District 2 RURAL/URBAN" and "KEEP District 4 MIXED ".
Commissioners 2 3 and 4, you need to remember, you need think how District 2
and 3 will best service the "People" of those districts in Hilo.
Go back to using the following streets as the boundaries; from Wailuku River go
to either Komohana or Kapiolani Streets to divide Districts 2 and 3. This way, you
would start from the North end of Hilo and go south to Keaau.
Remember the faith lies in your hands for the next 10 years that will affect the
"PEOPLE" of Hilo. Do you want people "talking" for the next 10 years on how the
representatives for District 2, 3 and 4 changed everyone's lives?
So plea e Ar id er our ch n s an keep li s oing North to South.
Thank y

RE: Change the lines to North to South boundaries for District 2 and District 3
I have lived in Hilo for a very long time and I don't see why the commissioners in
District 2, 3 and 4 want to change the lines from Ocean to Mountain and just keep
the lines going "North to South" as how it has always been. Remember, your job
as Commissioners should be putting the best plan for the "People" of Districts 2
and 3 in Hilo.
Remember, District 2 has always represented the "rural and urban" communities.
District 4 has always been the "mix district" and District 3 was mix to because of
Keaau. So why change it now,

Why the commiesionere in District 2, 3 and 4 don't want to draw
the lines going "North to South" as how it has always been.
EverYOne knows for the peat 10+ years that District 2 has always
been an "rural and urban" eommnnitv and District 4 has always
been the "mix district" and District 3 was also a "rural and

2 and 3m'O Hilo.
Use the following streets for dividing District 2 and 3 by either
Homohann or Hapiolani Streets. That would start from the
Wailnkn River (North) and go loath to Heaau.
