The effect of course is to advantage incumbent council members and 1 hope this was not the intent of the change. Nonetheless, that is the result, and the commission should have recognized it as such and promoting commission members should have been forthcoming with that impact. It is especially important that the commission should on their own initiative rule the last minute changes in violation of the commission guidelines about establishing boundaries that impact seated council members and 1 would favor such a ruling by the redistricting commission chair. The commission worked hard and 1 do not want it said that they were duped at the last minute into some favoritism. The fact that you can claim that you did not know is not sufficient for this comes under the responsibility to the people of this Island that you should have known. Alternatively, 1 ask that you put the redistricting map on the agenda for the December 22, 2011 meeting as there is still time to do so under sunset provisions. /further ask that you reconsider the following changes. Move district 7 southward to where it was previously, simply an historical placement. Move the boundary of district 6 eastward to retain the population distribution required by redistricting laws and shift district 3 and 4 as needed for the some purpose. Some of district 7 may be given to district 8. The reason for this minor adjustment is to provide for overall fairness and consistent application of what has already transpired.
