K. Kawauchi, Hawai' i County Clerk
RE: COMM. 57 REQUEST TO CALL SPECIAL MEETING
This memorandum addresses an electronic message sent to me, dated December 15, 2011,
from Michael Udovic, Deputy Corporation Counsel. In his message, a copy of which is
attached to this memorandum and marked as EXHIBIT 1, Mr. Udovic states "Jamae, we
would like you to present at the meeting tomorrow to place on the record what specific acts
of misconduct on the part of the commissioners were committed to substantiate your
assertions that there may have been violations of state and federal laws."
As you are aware, on December 9, 2011, I sent a memorandum to the commission
requesting that a special meeting be held to discuss "the final redistricting plan approved by
the Redistricting Commission on November 30, 2011, and to address allegations of
violations of the Hawaii County Charter, the Hawaii County Code, the Hawaii State
Constitution and Federal laws prohibiting gerrymandering." A copy of my December 9,
2011 memorandum is attached to this memorandum and marked as EXHIBIT 2. Note that
my December 9, 2011 communication requests that the commission discuss the final
redistricting plan and that the commissioners address allegations. Never at any time did I
state that there were any acts of misconduct by the commissioners in violation of state and
federal laws. The allegations that I refer to in my December 9, 2011 memorandum are the
allegations as reported by Nancy Cook Lauer in the West Hawaii Today and Hawaii
Tribune Herald on December 9, 2011.
JKK
cc: K.
