POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: Crime report by area and category. • Traffic report by area and category. Hawaii Police Commission Meeting Agenda April 20, 2012 Page 2 • Finance report ➢ Summary of budget and expenditures for fiscal year 2011 -12. ➢ Review of budget and expenditures for fiscal year 2012 -13 which is scheduled for review by the County Council on April 19. • Commendations of sworn and civilian employees. • Other departmental activities including those related to administration and operations. NEW BUSINESS • Presentation by Richard Hoeflinger on the proposed Hawaii Public Shooting Range at Pu'uanahulu. EXECUTIVE SESSION (approximately 11:00 a.m.) To consider discipline and charges against officers or employees of the Hawaii Police Department, to consider sensitive matters relating to public safety, and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (a) (2) (4) (6) and the Hawaii County Charter Section 13 -20 (b). INVESTIGATION AND DELIBERATION OF COMPLAINTS (Executive Session) • HPC 11 -39: Complainant alleged that an officer arrested him for false reporting. He also alleged numerous illegal activities taking place around the island (continued from previous meeting). • HPC 11 -40: Complainant alleged that an officer spoke to her in an unprofessional manner (continued from previous meeting). • HPC 12 -04: Complainant alleged that an officer's report was missing information. • HPC 12 -05: Complainant alleged that an officer refused to make a report, was rude, littered on her drive -way, and that the police report was missing information. • HPC 12 -06: Complainant alleged that an officer's report did not report the truth and was missing information. • HPC 12 -07: Complainant alleged that two officers went to her residence twice in one day, but the police report had only one incident. She also alleged that the report has non - truths, and that the officers harassed her son. Hawaii Police Commission Meeting Agenda April 20, 2012 Page 3 HPC 12 -08: Complainant alleged that an officer falsified a police report, that he belittled her for numerous calls to the police department, and that he spoke to someone outside the department regarding her case. STATUS REPORT OF INTERNAL AND REFERRED COMPLAINTS (Executive Session) (Open Session) ACTION ON EXECUTIVE SESSION MATTERS ANNOUNCEMENTS • The Police Commission's next monthly meeting will be on May 18, 2012, at 9:00 a.m., in the Waimea Community Center Conference Room, 62 -1260 Kawaihae Road, Kamuela. • Collection of files and documents.
