CALL TO ORDER:
APPROVAL OF MINUTES: March 14, 2011
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
REPORTS:
1) LAND USE PERMIT ACTIVITY REPORT (10 minutes) Report on Planning Department permits
received in North Kohala last month:
a. Rosalind Newlon, NKCDP Project Manager will present the report.
NEW BUSINESS:
2) PUBLIC ACESS, OPEN SPACE & NATURAL RESOURCES PRESERVATION (15 minutes) - Two
Public Access, Open Space & Natural Resources Preservation Commissioner shall provide the Action
Committee with a brief presentation about the Commission and solicit suggestions. The Action
Committee will discuss and make recommendations as appropriate.
3) KOHALA RANCH COMMUNITY ASSOCIATION (20 minutes) - Carl Bernhardt of the Kohala Ranch
Community Association will present information on commercial open ocean fish farms and specifically
the proposed Hawaii Oceanic Technology, Inc. project.
4) SUBCOMMITTEE STRUCTURE (20 minutes) - Discuss how to establish protocol for subcommittee
structure.

5) PROTOCOL FOR SUBCOMMITTEE PARTICIPATION (20 Minutes) - Discuss how to establish
protocol for subcommittee participation.
6) ACTION COMMITTEE MEETING SCHEDULE (20 minutes) - The Action Committee will discuss the
meeting schedule for the rest of the year.
OLD BUSINESS:
7) ADMINISTRATIVE MATTERS (20 minutes) - Discuss Subcommittee membership of the NKCDP AC.
8) COMMUNITY MEETING DISCUSSION (20 minutes) - Discuss results of February 19, 2011 annual
meeting.
9) NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) NKCDP AC members will report on the
recent activity of the subcommittees:
a. Growth Management,
b. Public Access,
c. Infrastructure A,
d. Infrastructure B,
e. Affordable Housing,
f. Agriculture.
