Minutes of Meetings of May 9, 2011 and August 8, 2011 2. Review the Terms of NKCDP Action Committee Members 3. Recruitment of NKCDP AC Members PRESENTATIONS 1) PELEKANE WATERSHED - (15 minutes) – Melora Purell, coordinator for the Kawaihae/Pelekane Bay watershed restoration project will discuss soil retention methods that could be used to prevent erosion at the Upolu coastal area restoration effort. REPORTS 2) REDISTRICTING REPORT (5 Minutes) – Report on the proposed redistricting that is performed every 10 years after the census is completed. 3) OPEN OCEAN AQUACULTURE SUBCOMMITTEE REPORT (20 minutes) – Subcommittee report on on open ocean aquaculture. NEW BUSINESS: 4) PROPOSALS FOR INCLUSION IN CAPITAL IMPROVEMENT PROJECT (CIP) BUDGET (15 minutes) – The NKCDP AC will review CIP priorities from the NKCDP for development and proposal to the 2012- Hawaii County is an Equal Opportunity Provider and Employer 2013 CIP budget. 5) SUBCOMMITTEE GOALS (15 minutes) –– The NKCDP AC will review the goals of the Subcommittees. OLD BUSINESS: 6) NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) – NKCDP AC members will report on the recent activity of the subcommittees and include the goals and objectives template for 2011-2012: a. Growth Management – The subcommittee will report on land use applications submitted to the Planning Department and are researching existing cultural and historical groups currently active in Kohala. b. Public Access – The subcommittee will report on the Stewardship program; the Hoolaulea at Lapakahi celebrating coastal land acquisitions; the Upolu Airport erosion control; the Harrison Trust property subdivision; and the Ranch at Puakea. c. Infrastructure A – The subcommittee will report on CIP proposal for Mahukona Park restrooms; non-profit park management program; and will provide an update from their subcommittee meeting. d. Infrastructure B – The subcommittee will provide updates on ongoing efforts in viewplane protection; historic/scenic byway application; rural infrastructure; erosion prevention methods, electricity reliability & redundancy; proposed electric loop route; and recent meetings of the Kawaihae Local Resource Council. e. Affordable Housing – The subcommittee will provide updates on affordable housing and land. f. Agriculture – The subcommittee will provide an update on agricultural-related topics from their subcommittee meeting.
