Minutes of Meetings of September 12, 2011 and October 10, 2011. NEW BUSINESS: 1) OPEN OCEAN AQUACULTURE SUBCOMMITTEE (15 minutes) - NKCDP AC . recommendation to Planning Director 2) PROPOSALS FOR INCLUSION IN CAPITAL IMPROVEMENT PROJECT (CIP) BUDGET (20 minutes) – The NKCDP AC will review CIP priorities from the NKCDP for development and proposal to the 2012-2013 CIP budget OLD BUSINESS: 3) NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) – NKCDP AC members will report on the recent activity of the subcommittees: a. Public Access – The subcommittee will provide updates on the Kauhola Lighthouse – easement from Akoni Pule Hwy makai to Kauhola Lighthouse; North Coast LLC (Hoea Flats area) – Access parking on East side of Upolu Airport; Kamehameha Schools Trail easements; Coast Guard road; Upolu Airport area restoration; Stewardship non-profit; and report on any concerns on new public access. c. Infrastructure A – The subcommittee will provide updates on Kapaa and Mahukona Beach Park; provide information on the structure of the Park Management Program; and updates of the water lines. d. Infrastructure B – The subcommittee will provide updates on ongoing efforts in view plane protection and the historic/scenic byway designation; rural infrastructure and erosion prevention methods; proposed electric loop route for electricity redundancy and reliability. e. Affordable Housing – The subcommittee will provide updates on affordable housing and land. f. Agriculture – The subcommittee will provide a report on developing and implementing a strategic plan to get to 50% food sustainability.
