HomeMy WebLinkAbout2011-07-11 NKCDP Minutes Final NORTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE MINUTES MEETING DATE July 11, 2011 TIME 4:33 p.m. PLACE North Kohala Senior Center (the old courthouse) 54-3900 Akoni Pule Highway, Kohala, HI 96755 ATTENDANCE Members Present: Joe Carvalho, Marlene Ching, Hermann Fernandez, Susan Fischer, Giovanna Gherardi, Collin Kaholo, Richard Liebmann, Bob Martin Members excused: Ron Friman Planning Department: none Public Attendance: Jesse Wells, Toni Withington, Marla Lafer, Lynda Wallach APPROVAL OF MINUTES: With clarification of names of members of the public, the June 13 minutes were unanimously approved with a motion by Richard and a second by Giovanna. May 9 minute’s completion has been further delayed. Joe offered assistance with catching up the minutes, as it is important to get the minutes posted online. Susan thanked AC members for sending report summaries within a week of each meeting, and commended the Kohala Mountain News for helping to inform the public of the AC meetings. STATEMENTS FROM THE PUBLIC: Toni announced the July 8 Draft Environmental Assessment (EA) for Waimea's Waiaka Bridge improvements. Six different alignments are proposed. Comments to the Department of Transportation on the possible alignments can be made before October. Training for the Commissioners was conducted by Esri Hawaii and the software appeared to be easy to use. Starting points are being discussed. The next meeting will be on July 28. Redistricting site to make up your own - https://redistricting.hawaii.gov/districting/districting.html NEW BUSINESS: 2) PROPOSALS FOR INCLUSION IN CAPITAL IMPROVEMENT PROJECT (CIP) BUDGET Review of the CIP priorities from the NKCDP for development and proposal to the 2011-2012 CIP budget. Giovanna - the restrooms at Mahukona. Collin - extension of the County Cemetery site, by means of land purchase from the State of Hawaii. Some churches are close to their maximum burial plots, while others do not have burial plots for their congregation. Concerning Pololu, Susan asked Toni if County CIP funding will be needed to improve the lookout area. Funding would likely be from the State since the road is a State highway. 3) SUBCOMMITTEE ASSIGNMENTS Joe Carvalho, Marlene Ching, and Richard Liebmann formed a subcommittee to conduct research on open ocean aquaculture. Giovanna made a motion for the fish farm subcommittee to research for a two month period and report back to the AC. Hermann seconded the motion, and the motion unanimously passed. OLD BUSINESS: 4) NKCDP Subcommittee Reports Hermann announced a meeting Monday, July 18 from 6:00 to 7:00 pm Growth Management: at the Surety office in Hawi. Hermann intends to abstain from discussions on Mahukona and the Harrison project, due to conflict of interest. Joe asked about the mauka-makai access at Ranch at Puakea, in reference to Rule 34 - six or more lots requires a mauka-makai access. July 6meeting - Upolu Airport fencing is completed with two gates at either Public Access: end of the runway on the ocean side. These gates are unlocked with just a latch. People are asked to close the gates behind them. Met with David Hein, Project Leader who is very open to community control of the plantings. DOT will help with getting cuttings — NOAA sanctuary person will help with identifying plants that would do well at Upolu. With the rains, a good part of the area has grass and shrubbery growing. The affected part is still bare with runoffs and erosion pockets that should take planting priority. Neighbor volunteered water from his pond. Nothing new to report from Hapuu-Kapanaia, Mookini areas. Ainakea makai request for subdivision needs update from the County. Top priority of the subcommittee is drafting a master stewardship plan. A sub group will meet to kickoff the planning and writing. A report will be made at the August meeting. The subgroup will use a report from Townscape, based on its June meeting with the access group, as well as the Ala Kahakai management plan. Still seeking matching funds for Kauhola Point purchase. Planning is almost complete for a Ho’olaulaea celebrating the completed land purchases to be held in late August at Lapakahi. For the next meeting, the Planning Director will be invited to attend. June 30 meeting - Keokea Park – work has begun on the pavilion with Infrastructure A: expected completion in March 2012. Kapa’a Park – now has showers and working toilets thanks to a community volunteer effort to lay a new water pipe. Surety cleared the ground on its land and laid the PVC pipe thanks to Bill Shontell and his crew. The toilet area was cleaned and hooked up along with an outdoor shower using non-potable ditch water. Mahukona Park – John Winter and Don Svendsen are working on a plan to power clean the restrooms in the pavilion and possibly replace all plumbing. Volunteer help and donations are needed. This major task is expected to take until mid-2012. Water System: Toni reported the Dept. of Water Supply is about to begin construction to replace the water reservoir at the top of Kynnersley Road and remove another old tank. The DWS is willing to work with the subcommittee to inform the community on all water issues and get community feedback. The Kawaihae Local Resource Council (KLRC) met on July 10, Sunday from Infrastructure B: 2 - 4:00 p.m. at the Hamakua Macadamia Nut Factory in Kawaihae. Pohakuloa Training Area (PTA) commander Lt. Col. Niles described the military's plans, including a 24 building training replica village in high altitude conditions, increased helicopter training in excess of 10.000 feet elevation, new energy efficient barracks, and well exploration for both geothermal and water. Presently over $3 million is spent annually to haul water to support the 10 to 20,000 troops annually training at PTA. Traffic impacts are expected in Kawaihae, but, as yet, no plans for improvements have been presented. Jeff Melrose spoke on Mauna Kea Management of the public and commercial use of Mauna Kea. Viewplane Protection - a Local Byway Committee is forming, to involve the landowners along the planned Scenic/Historic Byway in its management. June 16, 7:00 p.m. Catholic Charity meeting at the Catholic Hall - Affordable Housing: discussions continue on the duplex homes at the Coast Guard site to support needed family housing. Awaiting information from the Department of Hawaiian Home Lands and Parker Ranch. June 22, 4:30 p.m. Housing Subcommittee meeting at Kohala Senior Center. Self-Help Kumakua Phase II will include twelve (12) three bedroom homes for applicant families. Housing costs include (1) Land, (2) Infrastructure, (3) Materials, (4) Administration / Contractor, and (5) Bottom line Profit. The search continues for land for community housing programs. Potentials include major land owners such as the State of Hawaii. Contact with the New Moon Foundation is planned, as well as inquiries into a Partnership / Housing program with the North Kohala Community Resource Center, due to their 501c status, in support of housing projects. Hermann questioned the demand right now for Kumakua's second and future phases, since the market changed dramatically in the last 3 or 4 years from when the project was first proposed. How many families can actually afford the homes? Joe asked how Habitat for Humanity works. Land must be provided upfront, and then Habitat will build from the ground up. Hermann asked if Habitat does subdivisions. Habitat for Humanity doesn't get involved in subdivisions. July 11, 8:30 a.m. at Hoea Ag Park Office. Richard Liebmann, Kathie Pomeroy, Agriculture: Andrea Dean, Marc Kinoshita, Deborah Winter discussed developing a strategic plan for 50% goal for NK food. Andrea has secured a grant from Hawaii County Council, $15,000 for developing a strategic plan and implementing a community harvest initiative. Strategic plan to be developed in 12 months. Monthly meetings to focus on this goal. Accurately assess where North Kohala is in terms of 50% goal. Commercial production, backyard gardening, hunting, fishing, gathering, bartering. Determine what metrics to use to assess success. Identify current food projects in the community, strategic plan to include projects to increase food production, marketing, and distribution. The next meeting in August will be a talk story with Bob Acree. STATEMENTS FROM THE PUBLIC: Jesse Wells asked for a land use report on the Harrison subdivision application. Hermann suggested attendance at next week's Growth Management meeting. There are questions as to the water and road requirements for the Harrison project. Toni announced the August 31 deadline for the Scenic Byway application. ANNOUNCEMENTS: Each AC member owes Giovanna a $9 reimbursement for the boat ramp poll printing and other expenses.
