HomeMy WebLinkAbout2009-10-12 NKCDP Minutes Final NORTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE COUNTY OF HAWAII MINUTES MEETING DATE: October 12, 2009 TIME: 4:40 p.m. PLACE: Kohala Senior Center Akoni Pule Highway Kapaau, Hawaii 96755 ROLL CALL 1. Members Present: Joe Carvalho, Marlene Ching, Hermann Fernandez, Susan Fischer, Ron Friman, Collin Kaholo, Richard Liebmann, Bob Martin 2. Planning Department: Allen Salavea 3. Recorder: Cynthia Morse 4. Public: Donna Oba, Marcia Wishnick, Stanley Wishnick, Toni Withington STATEMENTS FROM THE PUBLIC None. APPROVAL OF MINUTES The minutes of the September 10, 2009 meeting were reviewed and unanimously approved. OLD BUSINESS Bob Martin presented a proposal from Giovanna Gherardi, who is a facilitator of team development and group start-ups. It was felt that taking time to work together effectively and build a strong foundation through training is crucial. Ms. Gherardi agreed to make herself available to us at no cost to the County. The topic was opened for discussion. Members were in favor of a training session and tentatively set the date of Saturday, November 7, 2009 from 8:00 a.m.-2:30 p.m. at the Resource Center. Bob Martin will contact Ms. Gherardi. A motion was moved, seconded, put forth for discussion and passed that members will gather for a pot luck/non-public meeting on the above date. It was decided that the AC will meet every second Monday of the month at 4:30 p.m. A motion was moved by Ron Friman, seconded by Joe Carvalho and passed that our next meeting be held on November 9, 2009 at 4:30 p.m. at the Kohala Senior Center. As shown above, a meeting schedule will be given to the Kohala Mountain News and North Hawaii News. In addition, Bob Martin will see that the Kohala Mountain News is available to Kohala Ranch and will make sure there is an article in the KMN each month reporting on our meetings. Ron Friman felt that today’s low community attendance was due in part to not having sufficient public notice and awareness. The discussion led to an effort to keep the community informed of our meeting by displaying a Notice of Public Hearing a week in advance on local bulletin boards, putting up sandwich boards on Akoni Pule Highway, and an article printed in the Kohala Mountain News after each meeting with the next date included in the article. The following members will post a copy of the Public Notice and manage the sandwich boards and article: Hermann Fernandez – Hawi Post Office Ron Friman – Kohala Ranch Susan Fischer – Kohala Estates, Kohala by the Sea, Kohala Waterfront Bob Martin – Coffee Shop, Resource Center, North Hawaii News schedule and an article in the Kohala Mountain News each month Joe Carvalho – Arakaki Store, Kapaau Post Office and the sandwich boards Bob Martin agreed to remain as interim chairman for a period of sixty (60) days or until a ninth member is appointed, at which time another officer election will take place. A motion was made by Ron Friman, seconded by Joe Carvalho, put forth for discussion, and unanimously passed to table the officer election item until the November 9, 2009 meeting. NEW BUSINESS Interim Chairman, Bob Martin asked Allen Salavea to update the committee on the status of the final appointment. Allen explained that although the nominations had been passed by the County Council in July, the judges decision on the Sunshine law suit by West Hawaii Today on another unrelated matter resulted in the vote on our Action Committee nominations being voided. The Mayor re-nominated the current eight members and that nomination passed, but the ninth member was not included in this nomination. This nomination was scheduled to go to the County Council in September, but it has been delayed. Allen Salavea is ready to move forward in moving the new candidate’s nomination to Mayor Kenoi, and will determine what is causing the delay and get it resolved. If this approach fails to move the nomination forward within the next week, Bob will call the Mayor. STATEMENTS FROM THE PUBLIC Kohala Ranch resident Marcia Wishnick reported that Kohala Ranch residents do not receive the Kohala Mountain News. She asked if our notices could appear in the North Hawaii News. Susan Fischer will forward Ms. Wishnick copies of future agendas so that she may post them on the Kohala Ranch website. Bob Martin will work with her in getting 170 copies of the Kohala Mountain News delivered to Kohala Ranch each month. Toni Withington commented on the value of good record keeping on the part of the AC. ANNOUNCEMENTS A training session is scheduled for Saturday, November 7, 2009 from 8:00 a.m.-2:30 p.m. at the Resource Center. The next AC meeting will be held on Monday, November 9, 2009 at 4:30 p.m. at the Kohala Senior Center. AGENDA TOPICS … Come up with a list of projects started but not completed in the CDP … Begin a process of developing operating guidelines for the AC … How to deal with the public in general … Setting the amount of time for public testimony ADJOURNMENT There being no further business, the meeting was adjourned at 5:45 p.m. Respectfully submitted, Cynthia R.
