AGENDAITEMS 1.LandUsePermitReports.AllenSalaveareviewedandansweredquestionsregardingthe2009 KohalalandusepermitsandapplicationssubmittedtothePlanningDepartment.Allenwillsee thateachcommitteememberreceivesaGISCDcontainingthezoning,parcellocations, shorelineandboundariesofNorthKohala. TheCommitteenotedonthereverseofthelistthatthe{!-·zCommitteeisnotgoingtobe abletoreviewandcommentformallyontheapplicationsforpermitsthatthePlanning Department¦©-;;|uAfteradiscussionofthisroleoftheAC,amotionwasmadebyRon FrimanandsecondedbyHermannFernandezthatthisissuebetableduntiltheJanuarymeeting. ThismotionwasthenremovedfromthefloorbyRonFrimanandasecondmotionwasmadeby 1 JoeCarvalho,secondedbyGiovannaGherardiandpassedthatweappointatwoperson subcommitteetoreviewthesituation,collectinformationanddeterminewhatthepossible alternativesareforaction.Afterfurtherdiscussion,thissecondmotionwasthenamendedby JoeCarvalho,secondedbyRichardLiebmannandpassedunanimouslythattwopeoplebe appointedtothissubcommittee.BobMartinandHermannFernandezwerenominatedandwill reportbackattheJanuarymeeting. OLDBUSINESS 2.ReviewDraftOperatingGuidelines.AmotionwasmadebyGiovannaGherardi,secondedbyRon FrimanandpassedunanimouslythatwetablethisissueuntiltheJanuarymeeting.TheChair requestedthateachmemberreviewtheOperatingGuidelinesdocumentandbringtheir opinionstotheJanuarymeeting. 3.ReviewExpectationsDocument.Afterminorchanges,amotionwasmadebyRichardLiebmann, secondedbyRonFrimanandpassedunanimouslytoaccepttheExpectationsDocumentin content.Further,amotionwasmadebyRichardLiebmann,secondedbyHermannFernandez andpassedunanimouslythatthisdocumentberenamed{!-·zCommitteeMember 9ã¦;-··z|uGiovannawillreformatandsendcopiesofthefinaldocumenttotheCommittee members. 4.AdministrativeItemsRelatingtotheStructureoftheNKCDPACMeetings. (a)RichardLiebmannmadeamotionthatthemeetingsbeheldthesecondMondayofeachmonth at4:30p.m.attheSeniorCenter.JoeCarvalhosecondedthismotion.Adiscussionfollowed regardingtheflexibilityofdatesandtimesandthemotionwaspassedunanimously. (b)ElectionofChairandViceChair.JoeCarvalhomadeamotiontonominateBobMartinasChair, GiovannaGherardiseconded.BobagreedtocontinueasChairfortheremainingofthe calendaryear.Themotionwaspassedunanimously. JoeCarvalhomadeamotiontonominateGiovannaGherardiasViceChair,CollinKaholo seconded.Giovannaagreedtoaoneyearterm.Themotionwaspassedunanimously. (c)CreateSubcommitteeStructure.RonFrimanmadeamotionfortheproposaloffour subcommittees: (i)InfrastructureandPublicFacilities (ii)AccessandCulturalSites (iii)AgricultureandGrowthManagement (iv)Housing(ResidentialandCommercial) ThemotionwassecondedbyHermannFernandezandopenedfordiscussion.Itwasgenerally feltthatweshouldconsiderthecommitteestructureprovidedusintheexistingCDP,andthat weshouldfocusandbuildonthesesubcommitteestructures.Withavoteofoneayeandeight nays,themotionwasnotpassed. 2 BobMartinmadeamotionthatwefollowthestructureofthesubcommitteesoutlinedinthe CDPdocuments.HermannFernandezsecondedthemotionandadiscussionfollowed.The motionwaspassedunanimously.
