PRESENTATION Ã North Kohala CERT Community Emergency Response Team
John Winters 889-6901 is POC, or point of contact, for the Kohala CERT team, organized
under Civil Defense to prepare the community, map community reso
reduce potential hazards, develop a disaster supply kit, store s
the community, communicate to residents the need for disaster pr
reduce risk, and to be first responders.
He provided the AC with a one page document "North Kohala CERT Presentation to N K
CDP Action Committee". During the AC discussion of this item, Ron Friman referred to
food banks and Collin Kaholo expressed concern about access beyo
emergency.
OLD BUSINESS
Planning Department response to Action Committee review of land
(See item under REPORTS) County Councilman Pete Hoffmann prese
concerning this item and referred to the Ordinance which created
Plans and Action Committees. Sections 16-4 and 16-6 address th
provide ongoing guidance and advocacy, and call for proactive in
process. He strongly disagreed with the recent letter from the
Chair which denies the AC a role in land use issues except when
Director. He pointed out that the CDP's are a fundamental change
County and are meeting some resistance in the Planning Departmen
Councilman Hoffmann will continue to provide his input to Planni
Todd on this matter. The Chair thanked him for his attendance at
comments, and said that he would be called on to help if needed.

APPROVAL OF MINUTES Ã Minutes of the April 12, 2010 meeting were approved
unanimously with a motion by Ron Friman, second by Collin Kaholo
PRESENTATION Ã Puakea Ranch Special Use Permit Christie Cash
Puakea Ranch, purchased 4 years ago today, is presently a vacati
guest ranch use permit. The CDP encourages restoration of Kohala
buildings. Ron Friman supported retention of the ranch theme.

Planning Director Leithead-Todd was unable to attend today's mee

North Kohala CDP WEBSITE - The County Planning Department is pla

Affordable Housing -
The Ad hoc investigative subcommittee Rural Infrastructure will options
for roads, utilities, and drainage to help implement CDP goals o
environmental impact. For CDP implementation strategies Self-Help Housing and
Housing Corporations, training has been requested from the Count

was saying we need more housing with less heavy infrastructure,

Toni Withington has repeatedly requested County files on Kohala
Kohala Ranch. The community is hoping for more transparency on
before proposals reach the Planning Commission.
