Members Present: Hermann Fernandez, Susan Fischer, Ron Friman, Collin Kaholo, Bob Martin Members Absent-excused: Joe Carvalho, Marlene Ching, Giovanna Gherardi, Richard Liebmann 2. Planning Department: Allen Salavea 3. Guests: John Winters -CERT, Pete Hoffmann -County Councilman, Christie Cash- Puakea Ranch 4. Public Attendance: Andi Longpre, Fran Tabor -South Kohala CDP Action Committee, Lucy Pasco, Joel Anderson, Shaun McElhannon, Lynda Wallach - News, Alan Axelrod, Sophie Schweitzer, Beth Robinson, Pat Su Scott Bedingfield, Ralph Galan, Christine Richardson, Mike M STATEMENTS FROM THE PUBLIC Ã none PRESENTATION Ã North Kohala CERT Community Emergency Response Team John Winters 889-6901 is POC, or point of contact, for the Kohala CERT team, organized under Civil Defense to prepare the community, map community reso reduce potential hazards, develop a disaster supply kit, store s the community, communicate to residents the need for disaster pr reduce risk, and to be first responders. He provided the AC with a one page document "North Kohala CERT Presentation to N K CDP Action Committee". During the AC discussion of this item, Ron Friman referred to food banks and Collin Kaholo expressed concern about access beyo emergency. OLD BUSINESS Planning Department response to Action Committee review of land (See item under REPORTS) County Councilman Pete Hoffmann prese concerning this item and referred to the Ordinance which created Plans and Action Committees. Sections 16-4 and 16-6 address th provide ongoing guidance and advocacy, and call for proactive in process. He strongly disagreed with the recent letter from the Chair which denies the AC a role in land use issues except when Director. He pointed out that the CDP's are a fundamental change County and are meeting some resistance in the Planning Departmen Councilman Hoffmann will continue to provide his input to Planni Todd on this matter. The Chair thanked him for his attendance at comments, and said that he would be called on to help if needed. STATEMENTS FROM THE PUBLIC A letter was received from Waimea attorney Margaret Wille request Action Committee agenda to speak on the role of the CDP Action C Planning Department in land use issues. Lucy Pasco voiced her concern that the Action Committee cannot d Scott Bedingfield sees the CDP as a first effort to put the comm process. APPROVAL OF MINUTES Ã Minutes of the April 12, 2010 meeting were approved unanimously with a motion by Ron Friman, second by Collin Kaholo PRESENTATION Ã Puakea Ranch Special Use Permit Christie Cash Puakea Ranch, purchased 4 years ago today, is presently a vacati guest ranch use permit. The CDP encourages restoration of Kohala buildings. Ron Friman supported retention of the ranch theme. restoration of the historic and cultural significance of the ran and low impact of the restoration without zoning changes. Susan wildlife-friendly exterior lighting with low glare, shielded fix showing samples of low impact exterior lighting were distributed - "Wildlife Lighting, State DLNR, Dept of Forestry & Wildlife" 1 page Based on information provided by Christie Cash, the Action Commi supported the Special Use Permit. REPORTS Planning Department Allen Salavea presented the Land Use Permit "Permit Activity Report May 2010" 2 pages As the CDP Project Manager, Allen Salavea provides comments on l to the Planning Director as to CDP compliance. Planning Director Leithead-Todd was unable to attend today's mee her letter referred to in Pete HoffmannÈs comments and expressed limitations on getting involved in land use issues imposed by th Ron Friman and seconded by Hermann Fernandez, the Action Committ voted to authorize Bob Martin and one AC member of his choosing Planning Director. OLD BUSINESS North Kohala CDP WEBSITE - The County Planning Department is pla the maintenance of the website of ongoing CDP information. Incl all documents related to the CDP including minutes of meetings a discussed in AC meetings, along with schedules of meetings, all community access to this information. Also, based on comments f a North Kohala CDP Land Use library of files and applications co from the Planning Department and other government agencies will from other community resources and advocacy group sites. Review 2010 Implementation WORK PLANS by Subcommittees & Project Growth Management/Agriculture has two Work Plans - School Ga Union/Coalition Public Access Work plan is organized by areas of Kohala, in Infrastructure will report at the June meeting. Affordable Housing - Ad hoc investigative subcommittee Rural Infrastructure Work Plan was distributed. "Rural Infrastructure: Affordable & Low Environmental Imp A second Work Plan, on Self-Help Housing & Housing Corpor SUBCOMMITTEES Reports and Updates Growth Management submitted meeting notes - "Notes from Growth Management Subcommittee Meeting May 3, 2010" Public Access filed meeting notes - "Meeting Notes May 5, 2010" 3 pages Infrastructure - Ad Hoc Investigative Subcommittee on a Boat Ramp in Nor boat ramp background documents: "Historic perspective of a new boat ramp for North Koha "North Kohala Coastline Conference, January 1991 Kohala Community Association and UH Sea Grant" 29 pages Affordable Housing - The Ad hoc investigative subcommittee Rural Infrastructure will options for roads, utilities, and drainage to help implement CDP goals o environmental impact. For CDP implementation strategies Self-Help Housing and Housing Corporations, training has been requested from the Count Collin Kaholo pointed out the general lack of interest Bob Martin asked - is there sufficient interest withi have an affordable housing subcommittee given the current self-h and its future plans? Beth Robinson stated that during the CDP was saying we need more housing with less heavy infrastructure, market has lowered prices so many more houses are affordable her a need to develop a more appropriate set of rural infrastructure STATEMENTS FROM THE PUBLIC Toni Withington has repeatedly requested County files on Kohala Kohala Ranch. The community is hoping for more transparency on before proposals reach the Planning Commission.
