HomeMy WebLinkAbout2012-05-09 Fire Commission Regular Minutes HAWAI‘I COUNTY FIRE COMMISSION MEETING MINUTES MAY 9, 2012 MAUNA KEA/MAUNA LOA CONFERENCE ROOMS NORTH HAWAI‘I COMMUNITY HOSPITAL, KAMUELA, HAWAI‘I CALL TO ORDER Chair Taniguchi called the meeting to order at 10:00 a.m. ROLL CALL Present: Toby Taniguchi, Chair Kaloa Robinson, Vice Chair Laurie Bass, Commissioner Gregory Henkel, Commissioner Carol Kitaoka, Commissioner Kimo Lee, Commissioner Byron Moku, Commissioner Luahiwa Namahoe, Commissioner Also Present: Renwick Victorino, Deputy Fire Chief Tom Brandt, Volunteer Fire Chief Doug Keown, Volunteer Captain Wayne Krug, Volunteer Captain Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Namahoe moved to approve the agenda. Commissioner Moku seconded the motion, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS None. APPROVAL OF MINUTES March 14, 2012, regular and executive sessions: Vice Chair Robinson moved to approve the minutes. Commissioner Henkel seconded the motion. The motion carried with a correction in word placement. FIRE CHIEF’S REPORT Deputy Fire Chief Renwick Victorino highlighted the following items from the written report: Budget Hawai‘i County Fire Commission Meeting Minutes May 9, 2012 Page 2 Update on Budget Status: Fire Chief Rosario and Accountant Robert Belcher attended the budget hearing before the County Council on April 18, 2012. The budget is now in the Mayor’s hands. Alternative Funding and Grants FY 2011 CDBG Grant for Pahoa Apparatus: Chief Rosario and AC Honda attended a pre-construction meeting at the Pierce Manufacturing Plant in Wisconsin. Expected delivery date is September 2012. FY 2012 CDBG Grant for Pahoa Tanker: Bid specifications are being finalized. They are still waiting for grant release from Office of Housing & Community Development (OHCD). FY 2011 SAFER Grant: They applied for 30 fire fighters. The Chief participated in peer review of submitted grants from across the nation. Capital Improvement Projects Makalei Fire Station: Completion date is August 2012. Ka’u Public Safety Package: The Naalehu and Pahala volunteer garages are still at Public Works and waiting on bids. The Punalu‘u lifeguard tower is expected to be completed in 6-8 months. Human Resources Division Hiring and Promotions Hazardous Materials Specialist: Assessment Center scheduled for 5/31/12. They have five vacancies and hope to promote five. Fire Rescue Specialist: Physical assessment scheduled for 7/2/12 and Assessment Center on 7/3/12. They have one vacancy and hope to promote one. Human Resources Assistant: Position filled internally. Fire Equipment Mechanic: Position will be filled with inter-departmental employee. Water Safety Officer IV: Position will be filled internally. Fire/EMS Specialist II: Hope to promote in June. Fire Communications Specialist: Possibly three applicants. Emergency Operations Division Operations Seven newly promoted captains passed their three-month probation satisfactorily. Twenty-five personnel attended hazmat training to become technicians. All fire stations completed station inspections for the first half of the year. Special Operations Hawai‘i County Fire Commission Meeting Minutes May 9, 2012 Page 3 Hazmat: BC Gerald Kosaki attended a drill with the 93rd CST on April 16-18 involving a maritime drill with the Honolulu Fire Department hazmat team. Funding sources were secured for the Multi-Rae equipment with the wireless link. They are getting 50% funding from the LEPC and the other 50% from the Sayre Foundation. Incident command trailers still at Station 9 where cabinets are being installed. Rescue Equipment funded by the Sayre Foundation is being purchased – working on obtaining County Council resolution for acceptance of equipment. Ocean Safety WSO IV internal recruitment completed; looking to fill position in May. WSO I open recruitment was held in April; received about 50 applications. New SOP and discipline procedures are now in consultation with HGEA. Rules and regulations will be implemented soon. Act 190 signage was assessed and has been ordered. Other signage will be purchased when funds become available. Support Services Division EMS Bureau Two new ambulances for Captain Cook and Keaau were received. Keaau has already been put into service, and Captain Cook will be put in service soon. FF Ryan Kreps successfully passed the National Registry Skills Exam on Oahu and is awaiting his permanent state MICT license. The MICT class successfully passed the MICT 150 and 160 curriculums and is currently in the MICT 200 portion of training. Clinical rotation in Hilo is scheduled for May 13, and then will move to Oahu on June 2. Training Bureau Open recruitment for the Fire Apparatus Trainer position has been unsuccessful. It was then opened for temporary assignment and is currently been evaluated for efficiency. Volunteer Captain DeSa and Training Captain Okinaka attended two driver training classes in Missouri which covered emergency services trailer operations and safety and emergency vehicle driver training. Both were train the trainer courses and they are certified instructors who are able to deliver classes and certify department personnel. The Hazardous Materials Technician class has commenced. It has two sections, chemistry and tactical. Prevention Bureau th Working on upcoming 4 of July festivities throughout the island. Employee/Public Relations Prevention Bureau with assist with Fourth of July fireworks support. Funding will come from fireworks permit. In response to various questions, Deputy Chief Victorino stated that there is no th movement on the new Kawailani location. One member of the 39 recruit class has already left. Unserviceable vehicles are not yet ready for auction. He doesn’t know what the backlog is of vehicle maintenance and repairs, but everyday they have breakdowns. Vice Chair Robinson stated that he had the opportunity to visit dispatch and encouraged the other commissioners to observe the operations at the Central Fire Station. VOLUNTEER BUREAU Volunteer Chief Brandt thanked Chair Taniguchi, Vice Chair Robinson, and Commissioner Henkel for attending their last meeting. Their next meeting will be on August 18 at 10:00 a.m. at the Kaiminani station pavilion (7 Bravo). Chair Taniguchi encouraged the commissioners to attend the quarterly meetings. Volunteer Captain Keown from the Hawaiian Paradise Park station gave a Power Point presentation on training and fire fighting activities throughout the island. On average, they have about ten volunteers at each station. Two hours of training per month is required. They do CPR and first aid certification very two years. Chief Brandt pointed out that they have about 200 volunteers. COMMITTEE REPORTS Budget and Finance (Committee Chair Taniguchi): No report. Office Management and Staffing (Appointment to be made): Chair Taniguchi stated this role works a lot with the secretary, so would like appoint self to the committee. Rules and Policies (Committee Chair Lee): No report. Public Relations (Committee Chair Henkel): No report. Training and Education (Committee Chair Namahoe): Review of New Commissioner Orientation write-up. Vice Chair Robinson moved to accept the write- up with the noted amendments. Commissioner Namahoe will make the changes, and copies will be distributed. ANNOUNCEMENTS Chair Taniguchi announced that the next meeting will be on Wednesday, June 13, 2012, at 10:00 a.m., at the West Hawai‘i Civic Center, Building G Conference Room, 74-5044 Ane Keohokalole Highway, Kailua- Kona. Items for next monthly meeting agenda will be brought to Ms. Pelayo’s attention. Collection of files and documents. – Done.
