HomeMy WebLinkAbout2012-06-21 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JUNE 21, 2012 The Leeward Planning Commission met in regular session at 9:32 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Thomas Hickcox, Wayne Iokepa, Richard Nelson and Thomas Whittemore ABSENT AND EXCUSED: Brandi Beaudet and Lani Bowman ALSO PRESENT: BJ Leithead Todd (Planning Director), Margaret Masunaga (Deputy Planning Director), Daryn Arai (Planning Program Manager), Deanne Bugado (Planner – until 10:12 a.m.), Kiran Emler (Department of Public Works, Engineering Division – from 9:53 a.m. until 10:12 a.m.), and Noriko Sauer (Commission Secretary) And six people from the public in attendance. A quorum was present. The Chair called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – There were no statements from the public presented at this time. NEW BUSINESS APPLICANT: NEXT DESIGN, LLC (SMA 12-49) Special Management Area (SMA) Use Permit application to allow the development of a financial institution complex. The property is located at the northwestern corner of the Palani Road-Kuakini Highway intersection, Kailua-Kona, North Kona, Hawai‘i, Tax Map Key: 7-5-005:061. The Commission took up this item at 9:34 a.m. with two people from the public in attendance. (SEE EXHIBIT A) APPLICANT: NEXT DESIGN, LLC (Revocation of SMA 05-01) Revocation of SMA Use Permit No. 05-01 that allowed the development of a Kentucky Fried Chicken restaurant. The property is located at the northwestern corner of the Palani Road-Kuakini Highway intersection, Kailua-Kona, North Kona, Hawai‘i, Tax Map Key: 7-5-005:061. The Commission took up this item at 10:12 a.m. with no one from the public in attendance. Mr. Arai said that in light of the Commission’s approval for the previous agenda item, the applicant was requesting that the former SMA use permit for the same property be revoked. 1 It was moved by Commissioner Iokepa and seconded by Commissioner Hickcox that the Commission approve the revocation of SMA Use Permit No. 05-01. A roll call vote was taken and the motion carried with five ayes (Iokepa, Hickcox, Nelson, Whittemore and Giffin) and two absent and excused (Beaudet and Bowman). MINUTES – The Commission took up approval of the following minutes at 10:15 a.m.: April 19, 2012 – The minutes were approved by a voice vote of all Commissioners in attendance. May 17, 2012 – The minutes were approved by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – Mr. Arai informed the Commission that both Bill 231 (an amendment to the Zoning Code, relating to notification requirements for zoning amendment, project district and agricultural project district applications) and Bill 232 (an amendment to the Zoning Code, relating to crematoriums, funeral homes, funeral services and mortuaries in support of Bill 90), which had been forwarded with the Commission’s favorable recommendation to the County Council, passed the second and final reading on June 6, 2012. ANNOUNCEMENTS – Mr. Arai asked the Commissioners to let their availability known to the secretary for the next meeting on July 19, 2012; he said that it might turn out to be a relatively long meeting. ADJOURNMENT – There being no further business, at 10:20 a.m., it was moved by Commissioner Hickcox and seconded by Commissioner Nelson that the meeting be adjourned. The motion was unanimously carried by a voice vote of all Commissioners in attendance.
