HomeMy WebLinkAbout2012-07-19 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JULY 19, 2012 The Leeward Planning Commission met in regular session at 9:40 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Vice Chair Lani Bowman presiding. COMMISSIONERS PRESENT: Lani Bowman, Brandi Beaudet, Thomas Hickcox, Wayne Iokepa and Thomas Whittemore ABSENT AND EXCUSED: Geraldine Giffin and Richard Nelson, III ALSO PRESENT: Ivan Torigoe (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Kiran Emler (Department of Public Works, Engineering Division – until 11:45 a.m.), and Noriko Sauer (Commission Secretary) And approximately 13 people from the public in attendance. A quorum was present. The Vice Chair called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements from the public were taken at this time. NEW BUSINESS APPLICANT: KOHALA WISHING WELL, LLC (SPP-12-134) th Special Permit to allow the establishment of a pre-K through 8 Grade non-profit country school and learning center for up to 50 students and value-based adult education evening classes on 3.357 of land situated in the State Land Use Agricultural District. The property is located on Hō‘ea Road approximately 1.2 miles north from the Akoni-Pule Highway-Hō‘ea Road intersection, Ka‘auhuhu Homesteads, North Kohala, TMK: 5-8-008:040. The Commission took up this item at 9:43 a.m. with approximately 13 people from the public in attendance. Mr. Darrow stated that the applicant had withdrawn the request. There was no one from the public wishing to testify in regard to this application. The Commission accepted the withdrawal by consensus. APPLICANT: KOHANAIKI SHORES, LLC (SMA-12-50) Special Management Area Use Permit to allow the development of a frontage road along the makai side of the Queen Ka‘ahumanu Highway from the Huliko‘a Drive intersection at the Queen Ka‘ahumanu Highway to Kohanaiki Way, Kohanaiki, North Kona, TMK: 7-3-009: portions of 16 and 18. 1 The Commission took up this item at 9:45 a.m. with approximately twelve people from the public in attendance. (SEE EXHIBIT A) RECESSED The Chair called a recess at 10:36 a.m. RECONVENED The meeting reconvened at 10:54 a.m. INITIATOR: COUNTY COUNCIL Bill No. 255 regarding an amendment to Ordinance No. 08-150 which amended Ordinance No. 465, which reclassified lands from Agricultural-1 acre (A-1a) to Neighborhood Commercial-7,500 square feet (CN-7.5). Amendment seeks to delete Condition E that currently restricts use of the property to a visitor center and related uses due to flood hazards. The property is situated adjacent to the southeast of the Amy B.H. Greenwell Ethnobotanical Garden in Kealakekua, South Kona, Hawai‘i, TMK: 8-2-013: Portion of 2. The Commission took up this item at 10:54 a.m. with approximately 14 people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up approval of the following minutes at 11:58 a.m.: March 15, 2012 It was moved by Commissioner Iokepa and seconded by Commissioner Hickcox that the minutes be approved as submitted. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – Mr. Arai informed the Commission that both Bill 266 (amendment to the Zoning Code, relating to agricultural tourism) and Bill 276 (amendment to the Zoning Code, relating to bed and breakfast establishments) passed the Planning Committee and were forwarded to the full Council, with minor changes to Bill 266. ANNOUNCEMENTS – Mr. Arai said that the next meeting was scheduled for August 16, 2012.
