Priority Project Update.
a. The Action Committee will review and discuss the
priority projects to focus on specific implementation tasks for the Kona CDP
last updated at the 4/04/11 KCDP AC Meeting.
Capital Improvement Plan (CIP).
b. The Action Committee will review and
discuss the Kona Community Development Plan CIP project list for
submission to the Planning Department for consideration.
Director Initiated Amendment to the Hawaii County Code
c. - The Action
Committee and the Planning Director/Staff will continue discussion for
proposed amendments to the Hawaii County Code to address those

amendments articulated within the KCDP specifically Chapters 8, 11, 23 and
25 regarding implementation of the KCDP.
Sub-Committee Reports.

and recommended motions and discussion items to place on the next meeting

Action Committee will discuss the Outreach Report which provides
information regarding the sub-committee members, purpose and copy of
approved minutes of meetings held.

Action Committee will discuss the Economic Development Report which
provides information regarding the sub-committee members, purpose and
copy of approved minutes of meetings held.
c.
Action Committee will discuss the TOD Sub-Committee Activities/Report
which provides information regarding the sub-committee members, purpose
and status of activities/meetings/research conducted to date.
d. Action Committee will discuss the Land Use, Environmental & Cultural
Resources Sept -12 Action Plan which provides updates on previous motions
that have been approved (Enhancement of County GIS system and Criteria
for 17-mile Shore Park), the current requests for information made to the
Planning Department (Status of Kona Cultural Resources Committee,
Progress of Modifications of the County’s GIS system and Status of Kona
Trail Inventory), the current discussion items (Analysis and Options of
proposed land use changes, CIP Recommendations and Operating Budget
Recommendations) and proposes future discussion items (Planning
Department to compile information regarding trails, paths and shoreline
access and easements, to provide funding for Kona Cultural Resources
Committee, Improve GIS system to include cultural and historic sites and
information and to prioritize the need for water monitoring of the ocean water).
Open Space Network
i. - The Land Use, Environmental & Cultural
Resources Sub-Committee will continue discussion with the Action
Committee of the open space network plan format and content.
e. Action Committee will discuss the Transportation and Public Facilities Sept-12
Action Plan which provides updates on previous motions that have been
approved (Enhancement of County GIS system and to Update the Revised
Roadway Standards to include Complete Streets), the current requests for
information made to the various county departments for updates (Mass
Transit Agency Administer, Department of Water Supply, Department of
Environmental Management, Planning Department, County Council). project,
current discussion items (bicycle and pedestrian recommendations, 10
shared-use path segment construction, CIP Recommendations and
Operating Budget Recommendations) and proposes future discussion items
(GreenRoads Guidance Manual, potential projects to watch and monitor and
potential motions for Action Committee).

Notice:
The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard
on the above items. According to the Operating Guidelines of the Kona Community Development Plan
Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and
whether the testimony is on her/his behalf or as a representative of an organization or individual. Written
testimony shall be submitted with an original and nine copies prior to testifying. The Committee would
appreciate timely submittal to the Planning Department at least one week prior to the hearing date to
allow for mailing and thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged
for pay or other consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County
Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation
to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no
later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other
reasonable modification” refers to communication methods or devices for people with disabilities who are
mentally and/or physically challenged
