Minutes of the Meetings of August 13, 2012 and September 12, 2012. REPORTS 1) LAND USE PERMIT ACTIVITY REPORT (10 minutes) – Rosalind Newlon, NKCDP Project Manager will report on Planning Dept. permits received in the previous month for the North Kohala district. 2) REPORT TO THE ACTION COMMITTEE OF THE SEPTEMBER 25, 2012 MEETING WITH THE PLANNING DEPARTMENT AND CORPORATION COUNSEL (10 Minutes) – John Winter, NKCDP AC Chair will provide a report to the AC on the meeting between the Planning Department, Corporation Counsel and the Chairs and Vice Chairs of the North and South Kohala CDP Action Committees that was held on September 25, 2012. 3) NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) – NKCDP AC members will report on the recent activity of the subcommittees: a. Growth Management – The subcommittee will report on land use applications submitted to the Planning Department and an update on draft procedures and policies. b. Public Access – The subcommittee will provide an update on; Puakea Bay Ranch; Kauhola Lighthouse; Ainakea; Pahoa (Honomakau); Upolu Airport Area restoration; old government roads and railroads; grant of easement documents; activities at Hapu'u-Kapanai'a; and Ala Kaha Kai Music and Talk Story. c. Parks and Water Improvement – The subcommittee will report on the water line project. The subcommittee will provide updates on continuing efforts in rural infrastructure and erosion control, view plane protection, and route coordination for the proposed North Kohala reliability/redundancy electric loop with the proposed supply of geothermal power to Oahu. e. Affordable Housing – The subcommittee will provide updates on affordable housing and land. f. Agriculture – The subcommittee will provide an update on the Important Agricultural Lands designation project; update on the citrus-juicing Co-op program; a progress report on the High School and Middle School Aquaponics Program; and an update on the posters created for participation at the Kohala Country Fair. NEW BUSINESS: 4) REVIEW A DRAFT LETTER FROM THE ACTION COMMITTEE REGARDING THE COASTAL ACCESS TRAIL AT PUAKEA BAY RANCH (5 Minutes) – The Action Committee will discuss and review a draft letter regarding the coastal access trail at Puakea Bay Ranch. 5) REVIEW THE DRAFT PROCEDURES AND POLICES FOR THE GROWTH MANAGEMENT SUBCOMMITTEE (10 Minutes) – The AC will discuss and review the draft procedures and policies of the Growth Management Subcommittee and forward them to the Planning Director for review and comment. 6) DISCUSS PROCEDURE FOR ACCESSING PUBLIC RECORDS FROM THE PLANNING DEPARTMENT (10 Minutes) – The AC will discuss the procedure for accessing public records from the Planning Department.
