HomeMy WebLinkAbout2012-04-04 NK Community Access Group PA Meeting Notes North Kohala Access Group Minutes Meeting Notes April 4, 2012 (Old Courthouse 4:30pm) Participants : Jack Hoyt, Beth Robinson, Toni Withington, Jake Polvi, Dennis Camblin, Ralph Galan, Aric Arakaki, Keone MacKillop, Ted Matsuda Hapu'u - Kapanaia Vipassana Hawaii is working with Hawaii Islands Lands Trust.  They will entertain all options to preserving some of these lands. ¶ oPrivate purchase oPublic purchase oLandowner easements: Conservation easements Agricultural easements Historic preservation Kauhola Lighthouse The State Legacy Land Commission has made their share of payment to the  escrow company and should close soon. A celebration is being planned for sometime in June 2012. ¶ Ainakea Lateral access is about to be recorded with the county.  Pahoa (Honomakau) The Mauka-Makai and lateral access needs to be worked out with the landowners  and the county because the owners will be coming to the PD for boundary changes. Upolu Airport - East end of the runway Nothing new to report.  Upolu Airport Area Restoration The right of entry by the state is held up right now.  The right of entry by the Ala Kahakai National Park Service is pending but will  not hold up Kohala Lihikai restoration project. The educational programs can be started.  There will be adult volunteers and student programs. ¶ We'll have a GPS mapping session. ¶ Ala Kaha Kai NPS is working on a cooperative agreement.  This could provide a funding tool, ¶ Coast Guard Road The County of Hawaii will take control of the Old Coast Guard Road  It is from Akoni Pule Highway to the Mookini Road (above the Old Coast ¶ Guard property). A resolution passed County Council to purchase a key section just above ¶ the old Coast Guard Station. 1 of 2 Puakea Bay Ranch Nothing new to report  Ranch at Puakea The 1 (north lot) of the 3 oceanfront lots is in escrow.  We'll create a trails map with property lines.  Kukuipahu Nothing new to report.  Kohala Kai We are working on the location of the trail along the coast  We are also working on the Mauka-Makai access and parking lot.  Grant of easement documents We are in the process of having the National Park Service (NPS) Ala Kahakai  help us create a GIS map of all grant of easement documents that are active. This will help us pursue the completion of these easements. ¶ Also it will help describe the status of all access segments. ¶ We should have a sample map at next meeting. ¶ New Items A parcel in the Niulii area has submitted a subdivision permit application to the  county planning department that may trigger coastal access in that area.
