HomeMy WebLinkAbout07-10-2012 Infrastructure A Notes 7-10-2012Infrastructure A Subcommittee Parks and Water Improvements Minutes of Meeting July 10, 2012 Attending: Giovanna Gherardi, John Winter, Andi Longpre, Bill Aierstuck, Toni Withington Survey of Hawi Well #1 customers: Bill presented his contacts with UH Hilo and the Rural Water Association (RWA) to provide student -power in a project to offer free waterline location between Dept. of Water Supply (DWS) meters and homes. The subcommittee will meet with Dr. Besio of the UH Hilo and Mr. Watts of the RWA either at the end of July or in early August to explore entering into a Memorandum of Understanding (MOU) with the agencies to provide UH interns to do the waterline location work for landowners who choose to have their lines located. A timeline for the project was set up. 1. Sign a MOU with UH and RWA with the support /blessings of DWS for the project. 2. Notify the community of the offered free service with a handout and news stories. 3. Prepare a survey to hand out, mail etc. to find owners willing to participate. 4. Work with the students to develop protocol and communication. 5. Review the data as it relates to the NKCDP. Toni said she would check in with DWS to keep them posted. Andi said she would talk to a Kohala attorney about helping us with the documents re: privacy and access. The group agreed to discuss the role and responsibilities of the subcommittee in a continuing email conversation. The service would be offered free on a voluntary basis to owners or renters who could choose to keep the waterline location private or shared with the ongoing efforts to upgrade Kohala's water transmission service. Writing of the survey and notification pamphlet will include 1.Why? The project is being done. 2. How? The survey and location /detection will be undertaken and 3. What? The benefits are for participants. Benefits mentioned to those participating are: • Improve ability to quickly locate leaks • Prevent others from mistakenly damage water line • Allow for quick repairs or changes in pipes or valves • Increase property value • Better access to sources for leak detection. Name of the Committee: After discussion it was decided to name the subcommittee after the projects that are currently being handled, therefore allowing it to be modified in the future to enhance the community's understanding of what we are doing. The name chosen is Parks and Water Improvements Subcommittee.
