North Kohala Access Group Minutes
Meeting Notes
July 7, 2012 (Old Courthouse 4:30pm)
Participants: Toni Withington, Keith Wallis, Jake Polvi, Joe Carvalho, Aric Arakaki, Beth Robinson,
Ralph Galan, Mike Isaacs, Keone MacKillop, Jack Hoyt, Gail Byre, Oliver Lum, Ted Matsuda.
Hapu'u - Kapanaia
Pacific Plains
The County of Hawaii planning department has received the grant of easement
¶
documents from Pacific Plains.
Hapu'u.
Charlie Anderson, land owner at Hapuu, will be meeting with some members of
¶
th
the community on Wednesday, July 8 at 5:00 pm to discuss fencing around
Hale O Kaili Heiau.
Kauhola Lighthouse
A celebration was done and successful for the purchase of this area
They are still working on legal access on the ground.
Trust for Public Lands (TPL) is working on a management plan.
There are many different requirements because of the different grants.

Ainakea
The grant of easement has been submitted to the planning department and is supposed
to get approval from the county council.
We need an update from the County Planning Department.

Pahoa (Honomakau)
Nothing new to report.
Upolu Airport - East end of the runway
The grant of easement has been submitted to the planning department.
We need an update from the County Planning Department.

Upolu Airport Area Restoration
The plants have been delivered to Upolu airport maintenance area.
Ala Kaha Kai has a ROE with the state DOT.
Coast Guard Road
We need an update from County of Hawaii Planning Department.
Someone said that this road is still privately owned by the Federal Government
¶
even though the County recently repaired it.
Puakea Bay Ranch
A letter is being drafted to realign the trail along the cliff on Lot 41and not wait until the
property has a new owner.
We will send it to the action committee to be forwarded to DLNR, Na Ala Hele,
¶
Ala Kaha Kai, and the Planning Director

Ranch at Puakea
We are currently working on a trails & cultural sites map with property lines.
Kukuipahu
Nothing new to report.
Kohala Kai
Construction is going on for the parking lot.
The subdivision apparently doesnt have final approval from the planning department
yet.
Grant of easement documents
It is a work in progress.
New Items
Mahukona
The department of water supply informed KPCT that they need to bond the
¶
private water system they have planned for the subdivision. The subdivision
does not have final approval
The court ordered public access is pending completion of the subdivision.

Old government roads and railroads.
Keoni of the action committee wants to peruse the use of these old accesses.

Ala Kaha Kai
They have grants for a music and talk story session that involves people of that

area.
oWe will have one here in Kohala, and it is suggested to be held at
Keokea Beach Park.
Joe will reserve Keokea.
Aric contacted Fred Cachola to coordinate this event.
