NEW BUSINESS • Referral of Bill 286, Draft 2,relating to disposal of commercial cooking oil waste and commercial fats, oils, and greases, by Council Chairman Yagong, for Review and Recommendation • Referral of Bill 306, relating to the Establishment of a"Pay as You Throw"Program at all County Landfills and Solid Waste Transfer Stations, by Council Chairman Yagong, for Review and Recommendation • Referral of Bill 312, relating to Sewer Connection Loan Program, by Council Chairman Yagong, for Review and Recommendation • Discussion regarding the December Commission meeting as it relates to the location and changing the 4th Wednesday date due to the Christmas holidays. • Discussion of whether the Commission should request that the Hawaii County Council amend Ordinance 12-114/Hawaii County Code § 2-207 to allow Council or Commission waiver of review of legislation by the Commission when such waiver would be in the public interest. 8.
