Members Present: Joe Carvalho, Susan Fischer, John Winter, Hermann Fernandez, Giovanna Gherardi, and Christopher "Keoni" MacKillop. 2. Members absent: Marlene Ching, Frank Cipriani, and Collin Kaholo. Also present was Project Manager Rosalind Newlon from the Hawai'i County Planning Department. 3. Public Attendance: Ted Matsuda, Margaret Horwatt, Valerie Barnes, Gabe K. Perez, Jesus and Megan Solis, Kelly Vitorino, Lanric Hyland, Karen Martinez, Toni Withington, Aric Arakaki, Paul Fischer, Faye Yates, Jack Hoyt, Fernando Salas, Margaret Wille, Boyd D. Bond, Lisa Andrews, Adriel Rabitaille and Beth Robinson. INTRODUCTIONS OF THE ACTION COMMITTEE MEMBERS AND OVERVIEW BY CHAIR: NKCDP AC Chair, John Winter, introduced himself and the members of the Action Committee. John Winter then provided the background of the CDP process, which he explained started with the 2005 General Plan, which is the long range development plan with the principle purpose to guide the planning of future development, visions of the people, and other pertinent programs. Next, John went over the creation of the CDP's, which were defined by geographic areas. John said that the NKCDP was adopted by ordinance in 2008, along with the NKCDP AC, which he said is responsible for implementation of the NKCDP. John said that the AC is advisory to the Planning Director. John went over the Subcommittees and gave an overview of their functions. ADMINISTRATIVE MATTERS: 1. Minutes of the August 13, 2012 meeting were reviewed and Joe Carvalho made a motion to defer approval of the minutes until the next AC meeting and Giovanna Gherardi seconded the motion which was unanimously approved. R F PnRTR 1. LAND USE PERMIT ACTIVITY REPORT — Rosalind Newlon, NKCDP Project Manager reported on Planning Dept. permits received in the previous month for the North Kohala district. 2. NKCDP AC SUBCOMMITTEE REPORTS a. Growth Management: Hermann Fernandez said that he will review land use applications as part of his booth display after tonight's September 12, 2012 NKCDP Action Committee meeting and will go over his policies and procedures, how to obtain information, and present the goals of the growth management subcommittee. b. Public Access: Ted Matsuda reported that the subcommittee meets once a month and the subcommittee includes landowners and fisherman. Ted said that they work on public access on the North Coast. Ted said that they have assisted other organizations in the purchase of five parcels, finding funding for the purchase of three parcels and the prioritizing the importance of six parcels. Ted said that stewardship is a priority and helping other groups. Ted said that the key job is to listen closely to the community. Ted said that the public access group meets the first Wednesday of the month at the Senior Center. C. Affordable Housing: Jack Hoyt gave the report for the subcommittee and said that for the last year they have researched Habitat for Humanity housing, affordable projects and self -help housing. Jack said that the biggest hurdle is getting applicants to take the home - buying certification course. Jack said that they are trying to get this course in Kohala and that it is already in Kona and Hilo. Jack said that it is hard to get interest and that they held an Open House at the self -help housing project which was poorly attended. Jack said that the subcommittee is now trying to determine its next steps. d. Parks and Water Improvement (formerly called Infrastructure A): Giovanna Gherardi said that this year's focus has been on Kapaa and Mahukona. Giovanna said that at Kapaa there was no running water and that tubing was donated and now there is a water line and that the park was adopted by the North Kohala National Guard Alumni Association and that there was also some painting done. The Kapaa Park pavilion was painted by the North Kohala National Guard Alumni Association and the Kohala Lions Club. Giovanna said that at Mahukona there are two groups working together along with support from the Mayor's office. Giovanna said that the pavilion has been painted and that planting and re- landscaping is occurring. Giovanna said that they are also trying to manage a water lines project. e. Power, View Planes and Erosion Control (formerly called Infrastructure B): Susan Fischer presented maps that showed the north tip of the island and HELCO showing the loop to improve the electric reliability to North Kohala. Susan said that now it just goes up Kohala Mountain road and the idea is to have more reliable power and more of a loop through Kohala Road and down towards Puakea. Susan also briefly discussed the possible ways for geothermal power to go to Oahu. Susan also discussed wind power and said that it is not meant to be a used as a back -up source of power. Susan briefly discussed view plane projection which is included in the CDP. Susan also discussed low - profile minimal street lights as mentioned in the CDP. f. Agriculture: Margaret Wille gave the subcommittee report and encouraged people to read the NKCDP and pointed to the section on agriculture in which the aim is to be 2 self- sustaining with 50% self - sustainability with food, and agriculture education programs similar to the one at the high school. Margaret discussed the important agricultural (IAL) program and the citrus juicing co -op project. Margaret also mentioned soil- testing as a way to make soil more nutritious. Margaret said that their main focus is the aquaponics program of the students. STATEMENTS FROM THE PUBLIC: Gail Perez said that the committees have had some effect and asked if there was a committee that took care of the iwi on the shoreline. Lanric Hyland said that he appreciated the time and effort spent by the Action Committee and introduced Karen Martinez and himself as representatives of the Ainakea Senior Housing resident association which was recently formed and said that Karen is the Vice Chair, and he is the Chair. ANNOUNCEMENTS: None.
