AGENDA CALL TO ORDER B. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS C. ADMINISTRATIVE MATTERS Review & Approve Minutes of July 23, 2012 &August 27, 2012 and September 24, 2012 AC Meetings D. REPORTS 1. LAND USE PERMIT ACTIVITY REPORT (10 minutes) —Terry Dunlap, SKCDP Project Manager will report on Planning Department applications received in the previous month for the South Kohala district. 2. SUBCOMMITTEE REPORTS AND UPDATES (20 minutes) — SKCDP AC members will report on the recent activities of the following subcommittees. a Waimea (1) A letter from the Waimea Community Association Design Review Committee was sent to Tyson Caitano re: Special Permit to operate vehicle repair. The committee noted concerns regarding conditions/compliance of the permit: • Landscape screen along Mamalahoa Hwy: not completed • Certificate of Occupancy for Change of Use: obtained? • Number of vehicles on the property: actual is more than allowed b Kawaihae (1) Motion to update the South Kohala CDP Document to reflect clarity on the following: Strategy 4.1 (Page 127) Reduce the Speed Limit from 35 mph to 25 mph along Akoni Pule Highway in the vicinity of the Kawaihae Lighthouse to the Akoni Pule/Kawaihae Road intersection. District Wide Subcommittee (5 Minutes) (1) The Puako Community Board of Directors met on October 3 and heard a report from Achahn Schulze regarding his position that the Hapuna Beach State Park should remain open for unrestricted access. The PCA Board has taken a position that the Park should be managed to protect the sense of place, the environment and the community. The Board has schedule future discussions with Park staff and is reviewing the Hapuna Recreational Area FEIS. (2) Update and report on traffic issues and projects in South Kohala. E. OLD BUSINESS (15 Minutes) (1) Report on County participation in advertising for positions on various boards, commissions and committees throughout the County of Hawaii F. NEW BUSINESS (1) Discussion by Bill Brilhante, Corporation Counsel, of letter sent to Corporation Counsel inquiring into the specific authority and jurisdiction of the SKCDP Action Committee. (2) Report by B.J. Leithead-Todd, Planning Director, concerning submissions to the AC, This was discussed at the September 25th meeting between the Planning Department for specific types of applications, to be reviewed for compliance with the CDP. and the SKCDP AC and NKCDP AC Chairs and Vice Chairs.
