ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the meeting recorder prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony portion of the meeting or immediately prior to an agenda
item, subject to the discretion of the Chair of the Puna CDP Action Committee (AC).
APPROVAL OF MINUTES:
Regular Meeting on October 9, 2012 (5 min)
NEW BUSINESS:
1.Communication No. 2012-47: Aguinaldo 4, LLC Rezoning Application (REZ 12-159):
The
AC will discuss and consider a response to the Planning Director’s request for comments on the
subject application proposing to change the zoning for TMK 1-5-003:037 from Single Family
Residential (RS-10) to Village Commercial (CV-20). The applicant, Gilbert Aguinaldo, will be
make a brief presentation of the proposed action and respond to questions from the AC. Mark
Hinshaw, or other designated spokesperson for the Pāhoa Regional Town Center Plan Steering
Committee will also be afforded an opportunity to comment on the application & proposed
project. (30 min)
2.Pāhoa Regional Town Center Plan:
Mark Hinshaw will report on the progress of the PRTCP
and the Pāhoa Plan update and public input community meeting held on October 23. (10 min)

3.Communication No. 2012-44: Mauka Subdivision Connectivity Location Criteria:
The AC
will consider & act on the criteria for locating roadway connection points between the various
mauka subdivisions of Puna proposed by the Puna Mauka Talk Story Group. (20 min)
4.Communication 2012-45: Draft Environmental Assessment for Hawaii Natural Energy
Institute Electrolyzer-based Hydrogen Production System:
The DEA for Hawaii Natural
Energy Institute Electrolyzer-based Hydrogen Production System has been published. The AC
will discuss what, if any, comments on the DEA should be made. (10 min)
5.Communication No. 2012-46: Draft Comments on the B.T. Kuwahara, LLC Rezoning
(REZ 12-155) and State Land Use Boundary Amendment (SLU 12-33) Applications:
The
AC will consider a draft letter offering AC comments to the Planning Director on the subject
applications. (10 min)
6.Communication No. 2012-41.1: Draft Comments on Environmental Assessment (EA) for
Pahoa Village Road Shopping Center and Related Roadway Improvements, Island of

Hawaiʻi, TMK (3) 1-5-007:6, 69 & 70:
The AC will consider a draft letter offering
comments to GK Environmental, LLC on the subject EA. (10 min)
7.Mountain View Long Range Plan:
Patti will report on the results of the October 18
community informational meeting and first meeting of working groups for a Mt. View village
center plan. (10 min)
8.Volcano Long Range Plan:
Dan will report on the progress of the VLRP. (5 min)
UNFINISHED BUSINESS:
1.Communication No. 2012-42.1: PCDP Action Priority List-revised:
The AC will consider
the revisions to the Priority List suggested at the October 9 meeting. (20 min)
AGENDA FOR NEXT MEETING:
Agenda item suggestions from the AC for the December 11,
2012 meeting.

spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15,
