LEEWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Leeward
Planning Commission of the County of Hawai‘i in accordance with the provisions of Chapters 91
and 92, Hawai‘i Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawai‘i, and
the Commission’s Rules of Practice and Procedure.

NEW BUSINESS – 9:30 a.m.
1.APPLICANT: HAWAIIAN RIVERBEND, LLC (REZ 12-157)
Applications for a State Land Use Boundary Amendment from Agricultural to Urban and
a Change of Zone from Agricultural 5-acres (A-5a) to Village Commercial-20,000 square
feet (CV-20) for approximately 14.622 acres of land. The property is located on the
northeastern intersection of Waikoloa Road and Paniolo Avenue, makai of the Waikoloa
Stables and east of the Waikoloa Village Highlands Shopping Center, Waikoloa, South
Kohala, Hawai‘i, TMK: 6-8-002: por 021.
2.APPLICANT: WAIKOLOA MAUKA, LLC (Amend REZ 678)
Amendment to Condition B (Final Subdivision Approval) of Change of Zone Ordinance
No. 07 127. The property, referred to as the proposed Waikoloa Highlands Subdivision,
is located along the south side of Waikoloa Road and south - southeast of Waikoloa
Village, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-2: portion of 16.

3.APPLICANT: ELWIN F. HUSSEY (Amend REZ 655)
Amendment to Condition C (time extension to secure final subdivision approval) of
Change of Zone Ordinance No. 07-106, which amended Change of Zone Ordinance
02-21, which amended Change of Zone Ordinance 98-87, which amended Change of
Zone Ordinance 90-008, which rezoned 28.832 acres of land from an Agricultural
20-acre (A-20a) to an Agricultural 3-acre (A-3a) zoned district. The property is located
along the southeast side of Ala Kahua Drive, approximately ¾ mile mauka of the Ala
Kahua Drive – Akoni Pule Highway intersection, Kohala Estates Subdivision, Kahua,
North Kohala, Hawai‛i, TMK: 5-9-007:007.

4.APPLICANT: INNOVATIONS PUBLIC CHARTER SCHOOL (Amend SPP 1262)
Amendment of Special Permit No. 1262, which allowed the establishment of a public
charter school and accessory facilities for up to 200 students between grades 1 and 6, on
5 acres of land situated within the State Land Use Agricultural District. The amendment
is to allow the expansion of the school by increasing enrollment to a maximum of 350
students, expand the grades of instruction to kindergarten through 12, and increase the
campus size to 9.298 acres. The subject property is located along the east (mauka) side
of Queen Ka‘ahumanu Highway, approximately 1,500 feet north of the Queen

Application for a Special Management Area (SMA) Use Permit for the extension of
La‘aloa Avenue as a two-lane, 60-foot wide collector roadway for approximately
1,900 feet to connect with Kuakini Highway (Alternative Alignment 3, Cross Section
Alternative B), La‘aloa 1 and 2 and Pāhoehoe, North Kona, Hawai‘i, TMK: 7-7-004: 068,
7-7-008: 029, 114, 120 and 7-7-28: 007.
