HomeMy WebLinkAbout2012-42-1 PCDP - Project Priority list (rev Oct 09 2012) PCDP ACTION COMMITTEE HIGH PRIORITY PROJECTS CY 2012 Rev Oct 10, 2012 ACTIONS UNDERWAY – AUTOMATIC TOP PRIORITY Support preparation of Draft Community long Range Plans for Pahoa, Kapono (Kalapana- Kapoho), Mountain View, and Volcano Village (PCDP 3.1.3)  Support the development of a Pahoa Regional Town Center Plan  Revise and re-format the Volcano Long Range Plan  Encourage community participation in start-up plans for Mtn View, Kapono (Kalapana – Kapoho)  Include architectural and historical review  Facilitate community planning teams by providing planning expertise from County Planning Dept Support Puna Community Medical Center (PCDP 3.3.1, 3.3.3a, 3.4.2a)  Write letters of support for continued funding and for grants  Testify on Med Center behalf at Planning Commission and County Council hearings  Support application to DLNR for long term lease on a 5-ac property in Pahoa  Support expansion of health services and building expansion Communication No. 2012-42.1 PROPOSED ACTIONS IN PRIORITY ORDER esignate Connecting Roadways in Puna Subdivisions 1.D (4.3.3 [3,4, and 5])  Identify emergency routes  Distinguish connecting roads from PMAR  Propose a staggered routing that would link Pahoa with Volcano, using existing road alignments among mauka subdivisions Upgrade Wastewater Disposal Practices in Lower Puna 2. (PCDP 2.3.3)  Construct a wastewater treatment system for Pahoa Town, congruent with the Pahoa Regional Town Center long range plan  Renew efforts to establish a plan for Kapoho Beach Lots subdivision that would produce appropriate wastewater management practices  Gather data about wastewater management systems and effects in all Lower Puna settlements Secure Mobile telephone and Internet Service for all of Puna 3. (PCDP 3.4.3 (c)  Identify Internet service as an obligate extension of public services to underserved communities, and especially the provision of emergency service  Develop a comprehensive antennae pole system for all settlements  Delineate contributions that can be expected from commercial providers, County, State, and community participants  Encourage State PUC and relevant County officials to facilitate development of service, including facilitating permits for infrastructure, inter-governmental sharing of facilities, and cooperative agreements with commercial providers Establish connecting pedestrian, bicycle, and slow-speed road routes among makai 4. subdivisions (PCDP 3.5.2 (7) 3.5.3 (d) and 4.3.3[4]) and 4.5.3)  Develop the established route that connects Kahakai Blvd to Maku’u Dr, as a paved bicycle path and 25mph roadway  Establish a pedestrian/bicycle corridor that connects HPP to Hilo, using old Government Beach Road or alternative route  Improve segments of Red Road (County Hwy 137) and Kapoho-Pahoa Road (County Hwy 132) Construct a road shoulder or separate path along Hwy 137 to render it safe o for bicycles and pedestrians Conduct regular maintenance of Hwy 132 road shoulder for cycle and o pedestrian safety  Revitalize previous bicycle route advocacy group and record Complete development of Ahalanui Beach Park 5.(PCDP 3.5.3 [b]1)  Replace portable toilets with permanent ones  Replace the boundary fence and gates  Improve the parking area Implement a management plan for Wai`opae Marine Life Conservation District 6. (PCDP 3.5.3 [e]2)  Acquire the 240-acre Hara property  Assign an officer from DLNR to enforce Conservation District rules  Implement a patrol and enforcement partnership with the Vacationland community Acquire and Develop Coastal Parks 7.(PCDP 3.5.3 [b, c, and e])  Expand existing parks to ensure they include associated cultural, historical, and natural resources  Designate a safe swimming area at Pohoiki coastal park  Develop and apply operational standards for all Beach Parks Signs o Maintenance o Facilities o Patrol and enforcement o Emergency telephones o Collaborate with Dept of Mass Transit to establish Hub and Spoke public bus routes 8.(PCDP 4.2.3)  Establish an advisory team to co-ordinate discussions with Mass Transit Department  Confirm Kea’au town as the primary hub terminal in Puna  Collaborate with village and town planning teams in Kea’au, Pahoa, Mountain View, Volcano, and other destinations to integrate bus terminals/stops as their plans develop Designate Red Road (Hwy 137) as a National Scenic Byway 9. [4.5.3 (f)] Secure Land and Build Infrastructure for Community Farmers’ Markets 10. [3.2.3 (f)]  Purchase approx 4-1/2 acres in Pahoa Town where the informal farmers’ market currently operates  Secure this action within the Pahoa Town Center long range plan (in preparation) Articulate a policy that promotes Agriculture Tourism 11. [3.2.3 (h)]  Emphasize farmers’ markets  Control invasive species that are barriers to sustained agriculture, e.g. Little Fire Ant (LFA) Promote, acquire, and develop neighborhood parks 12.  Support Pahoa Regional Town Center Steering Committee in implementation of the neighborhood park plan (PCDP 3.5.3 c. 2)  Support Friends of Mountain View Gym in development of a children’s playground and in renovation of the Mountain View A. J. Watts Gymnasium (PCDP 3.5.3 c. 6) Design, construct, and furnish a community center for Mountain View Village 13. (PCDP 3.5.3. c 8; 3.1.3 b. c. d.)  Include a community meeting room, a certified kitchen, covered assembly area, handicapped access entries, restrooms, public parking, picnic area, and all other features normally included in community center developments Propose National Scenic Byway designation for Highway #11 corridor between Mountain 14. View Village and the eastern boundary of the Volcanoes National Park (PCDP 4.4 and 4.5; 3.1.3 c. 2) Support and promote development of long range community plans for Kurtistown, 15. Orchidland, Hawaiian Paradise Park, Leilani Estates (PCDP 3.1.3 a-f; 3.2.3 I,; 3.4.3 h)  Assist County Planning Department with development of guidelines to assist communities who intend to develop long range plans  Identify individuals and groups in communities who might organize long range plan efforts
