<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />OCTOBER 18, 2012 <br /> <br />COUNTY OF HAWAI‘I DEPARTMENT <br />A regularly advertised hearing on the application of <br />OF PUBLIC WORKS (SMA 12-051) <br />was called to order at 10:30 a.m. in the West Hawai‘i Civic <br />Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, <br />Hawai‘i, with Chair Geraldine Giffin presiding. <br /> <br />COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox, <br />Wayne Iokepa and Richard Nelson, III <br /> <br />ABSENT AND EXCUSED: Lani Bowman and Thomas Whittemore <br /> <br />ALSO PRESENT: Ivan Torigoe (Deputy Corporation Counsel), BJ Leithead Todd (Planning <br />Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Maija Cottle (Planner) <br />and Noriko Sauer (Commission Secretary) <br /> <br />And approximately 16 people from the public in attendance. <br /> <br />APPLICANT: COUNTY OF HAWAI‘I DEPARTMENT OF PUBLIC WORKS <br />(SMA 12-051) <br /> <br />Application for a Special Management Area (SMA) Use Permit for the extension of La‘aloa <br />Avenue as a two-lane, 60-foot wide collector roadway for approximately 1,900 feet to connect with <br />Kuakini Highway (Alternative Alignment 3, Cross Section Alternative B), La‘aloa 1 and 2 and <br />Pāhoehoe, North Kona, Hawai‘i, TMK: 7-7-004: 068, 7-7-008: 029, 114, 120 and 7-7-28: 007. <br /> <br />GIFFIN: We are now on Agenda Item No. 2. Agenda Item No. 2 is the County of Hawai‘i <br />Department of Public Works requesting a special management area use permit, SMA 12-000051. <br />The County of Hawai‘i Department of Public Works has submitted an application for a special <br />management area use permit for the extension of La‘aloa Avenue as a two-lane, 60-foot wide <br />collector roadway for approximately 1,900 feet to connect with Kuakini Highway. Daryn? <br /> <br />ARAI: Thank you, Madam Chairwoman. If I may direct everyone’s attention to the presentation <br />screen. This is a location map showing the existing alignment of La‘aloa Avenue. As you can see <br />here where my laser pointer is showing, Ali‘i Drive is located at the far left, running along the <br />coastline in a north-south direction. This heavier white line running through the middle is the <br />proposed Ali‘i Highway, or Ali‘i-Kahului Parkway I think it’s called. On to the left of the proposed <br />Ali‘i Highway in the mustard colored area is the White Sands Subdivision, and I think it’s Kailua <br />View Estates. On the right hand of the proposed Ali‘i Highway in a tan colored area is the Ali‘i <br />Heights Subdivision with Kuakini Highway off to the far right, as indicated by my laser pointer. <br /> <br />This is an aerial photo of the subdivisions that I referenced earlier. Again, Ali‘i Heights <br />Subdivision located on the right of the photograph. White Sands and Kailua View, I think it’s, I’m <br />sorry, maybe not Kailua View, it’s Keauhou View Estates, Keauhou Estates is located here to the <br />left of the photograph. This is a map showing the Kona CDP. As you can see here, this is La‘aloa <br />Avenue, the slightly tan colored line. The proposed improvements, or extension, of La‘aloa that’s <br />being covered by this special permit, special management area use permit application is that <br />1 <br />EXHIBIT B <br /> <br />
