CALL TO ORDER <br /> <br /> Mr. Dill called the meeting to order at 10:02 a.m. and reminded attendees to turn off or <br />silence their cell phones, and to refrain from sitting at the front table to speak until called to do <br />so. He also asked that people refrain from talking over each other so that the secretary can <br />accurately transcribe statements. <br /> <br /> Mr. Dill announced that he would be recusing himself from Petition No. 2012-04, item 6a <br />on the agenda, and would clarify the reasons when that matter came up. He said his recusal <br />necessitated the Board to select a vice chair, which is item 3 on the agenda. He proceeded to <br />statements from the public. <br /> <br /> <br />2. STATEMENTS FROM THE PUBLIC <br /> <br /> <br />Mr. Dill called up Margaret Wille, who had signed up to testify on Petition 2012-03. <br /> <br />MS. WILLE: Good morning, members of the ethics commission. My name is Margaret <br />Wille. I’m an attorney. I’m also a candidate for County Council in District 9. This <br />agenda item concerns union meetings at County facilities on county time—employees <br />paid to attend, at which they were urged to support certain candidates, including some <br />County Council candidates. I am affected by this action, because I was not invited. I <br />knew nothing about it and was not on the slate of able to communicate with the County <br />employees as other candidates were. I think there are two questions before you. This <br />keeps—(microphone is echoing). <br /> <br /> <br /> <br />
