Moore Planning, Inc. 2. SUBCOMMITTEE REPORTS AND UPDATES - SKCDP AC members will report on the recent activities of the following subcommittees. a. Waimea (1) A letter from the Waimea Community Association Design Review Committee was sent to Tyson Caitano re: Special Permit to operate vehicle repair business in an agricultural zone. The committee noted concerns regarding conditions of the permit: Landscape screen along Mamalahoa Hwy: not completed Certificate of Occupancy for Change of Use: obtained? Number of vehicles on the property: actual is more than allowed (2) "Protect The Pu'u of Waimea" Action Program Sub-Committee Report by Kit Roehrig www.cohplanningdept.com Hawai`i County is an Equal Opportunity Provider and Employer planning@co.hawaii.hi.us (3) A request from the South Kohala traffic safety committee for support from the action committee concerning which alternative is to be selected for the Waiaka bridge project. (4) Consideration of a letter to the Mayor regarding the extension of Paniolo Avenue utilizing County of Hawaii funds. A provision for reimbursement by the Developer to the County of Hawaii should be included. b. Kawaihae (1) Review and consider recommending an amendment to the South Kohala CDP to reflect clarity on the following: Strategy 4.1 (Page 127) Reduce the Speed Limit from 35 mph to 25 mph along Akoni Pule Highway in the vicinity of the Kawaihae Lighthouse to the Akoni Pule/Kawaihae Road intersection. Kawaihae Harbor on the Conceptual Plan Map. (2) Historic Corridor (3) Discussion of bus schedule and bus shelters (new and existing) (4) Consideration of inclusion in CIP budget of Kawaihae community center. Report on County participation in advertising for positions on various boards, commissions and committees throughout the County of Hawaii 2. Presentation by Bill Brilhante, Corporation Counsel, of written opinion in response to letter sent to Corporation Counsel inquiring into the specific authority and jurisdiction of the SKCDP Action Committee 3. Request for improved communications between public and action committee. appointments of new members to action committee 4. Status of F. NEW BUSINESS 1. Ask Corporation Counsel to research issues raised in Missler v. Board of Appeals case to see if we should file an amicus brief 2. Ask County Council for a budget 3. Ask Corporation Counsel to assign different council for Action Committee than assigned to Planning Department 4. Discuss changing name of Action Committee. 5. Appointment of subcommittee to review Planning Department applications or creation of alternative system of review. 6. Discussion of letter from Puna Community Development Plan Action Committee Chair concerning communication with other CDP AC members and combined actions. 2 G.
