Persons wishing to provide oral testimony are asked to submit a completed request form to the meeting recorder prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee (AC). APPROVAL OF MINUTES: Regular Meeting on November 13, 2012(5 min) NEW BUSINESS: 1.Action Committee Chair and Vice-Chair: Nomination and election of AC Chair and Vice- Chair for the next year. (10 min) 2.Communication No. 2012-44 and 2012-44.1: Mauka Subdivision Connectivity Location Criteria: The AC will consider & act on the criteria for locating roadway connection points between the various mauka subdivisions of Puna proposed by the Puna Mauka Talk Story Group. (30 min) 3.Communication No. 2012-51: Draft Letter Providing AC Comments on the Aguinaldo 4, LLC Rezoning Application (REZ 12-159): The AC will discuss and consider this draft response to the Planning Director’s request for comments on the subject application proposing to change the zoning for TMK 1-5-003:037 from Single Family Residential (RS-10) to Village Commercial (CV-20). Also provided for consideration by the AC is Communication No. 2012- Hawai‘i County is an Equal Opportunity Provider and Employer 50, being the written comments of the Pāhoa Regional Town Center Plan Steering Committee (PRTCPSC) on the subject application. (20 min) 4.Communication No. 2012-53: Draft Letter of Support from AC to the Public Access, Open Space and Natural Resources Preservation Commission (PONC) for Acquisition of Tax Map Keys 1-4-002:022, 088 & 051: The AC will consider a draft letter of support on the proposed acquisition that is intended to provide public access and facilities to the coastal tide pools adjacent to the Waiʻōpae Marine Life Conservation District. (20 min) 5.Communication No. 2012-55: Castro Special Permit Application No. 12-144: The AC will consider the subject application to allow for the construction and operation of a certified cold kitchen to preparing dried fish on TMK 1-5-033:130 in Hawaiian Paradise Park and possible comments to the Planning Director on the application. (15 min) 6.Communication No. 2012-56: Draft Letter from the Pāhoa Regional Town Center Plan Steering Committee: The AC will consider a draft letter from the PRTCPSC to the Director of the Department of Parks and Recreation requesting a meeting to discuss SC suggestions and recommendations for the Pāhoa Park master plan. (15 min) 7.Communication No. 2012-57: Hawaii’s Volcano Circus, Ltd. Special Permit No. 1122 Application for Amendment: Application for amendment to SPACE Special Permit to allow for expanded range of uses on TMKs 1-2-009:, 1-2-038:049 & 50 within and adjacent to Kalapana Seaview Estates. (20 min) UNFINISHED BUSINESS: 1.Communication No. 2012-42.2: PCDP Action Priority List-revised: The AC will consider strategies for promoting implementation of the revised Action Priority List. (20 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the January 8, 2013 meeting. ADJOURNMENT NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai‘i County Code). A lobbyist means, “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15, Section 2-91.3(a)(6), Hawai‘i County Code).
