HomeMy WebLinkAbout2012-11-15 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES NOVEMBER 15, 2012 The Leeward Planning Commission met in regular session at 9:40 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Lani Bowman, Brandi Beaudet, Thomas Hickcox, Richard Nelson, III and Thomas Whittemore (until 2:49 p.m.) ABSENT AND EXCUSED: Wayne Iokepa ALSO PRESENT: Ivan Torigoe (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Maija Cottle (Planner), Kiran Emler (Department of Public Works, Engineering Division, until 1:20 p.m.) and Noriko Sauer (Commission Secretary) And approximately 22 people from the public in attendance. A quorum was present. The Chair called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: HAWAIIAN RIVERBEND, LLC (SLU 12-035/REZ 12-157) Applications for a State Land Use Boundary Amendment from Agricultural to Urban and a Change of Zone from Agricultural 5-acres (A-5a) to Village Commercial-20,000 square feet (CV-20) for approximately 14.622 acres of land. The property is located on the northeastern intersection of Waikoloa Road and Paniolo Avenue, makai of the Waikoloa Stables and east of the Waikoloa Village Highlands Shopping Center, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-002: por 021. The Commission took up this item at 9:43 a.m. with approximately 22 people from the public in attendance. (SEE EXHIBIT A) APPLICANT: WAIKOLOA MAUKA, LLC (Amend REZ 678) Amendment to Condition B (Final Subdivision Approval) of Change of Zone Ordinance No. 07 127. The property, referred to as the proposed Waikoloa Highlands Subdivision, is located along the south side of Waikoloa Road and south - southeast of Waikoloa Village, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-2: portion of 16. 1 The Commission took up this item at 11:25 a.m. with approximately 28 people from the public in attendance. (SEE EXHIBIT B) RECESSED The Chair called a recess at 12:15 p.m. RECONVENED The meeting reconvened at 12:31 p.m. APPLICANT: ELWIN F. HUSSEY (Amend REZ 655) Amendment to Condition C (time extension to secure final subdivision approval) of Change of Zone Ordinance No. 07-106, which amended Change of Zone Ordinance 02-21, which amended Change of Zone Ordinance 98-87, which amended Change of Zone Ordinance 90-008, which rezoned 28.832 acres of land from an Agricultural 20-acre (A-20a) to an Agricultural 3-acre (A-3a) zoned district. The property is located along the southeast side of Ala Kahua Drive, approximately ¾ mile mauka of the Ala Kahua Drive – Akoni Pule Highway intersection, Kohala Estates Subdivision, Kahua, North Kohala, Hawai‘i, TMK: 5-9-007:007. The Commission took up this item at 12:31 p.m. with approximately 17 people from the public in attendance. (SEE EXHIBIT C) APPLICANT: INNOVATIONS PUBLIC CHARTER SCHOOL (Amend SPP 1262) Amendment of Special Permit No. 1262, which allowed the establishment of a public charter school and accessory facilities for up to 200 students between grades 1 and 6, on 5 acres of land situated within the State Land Use Agricultural District. The amendment is to allow the expansion of the school by increasing enrollment to a maximum of 350 students, expand the grades of instruction to kindergarten through 12, and increase the campus size to 9.298 acres. The subject property is located along the east (mauka) side of Queen Ka‘ahumanu Highway, approximately 1,500 feet rd north of the Queen Ka‘ahumanu Highway – Hualālai Road intersection, Pua‘a 3, North Kona, Hawai‘i, TMK: 7-5-010:001. The Commission took up this item at 12:50 p.m. with approximately 15 people from the public in attendance. (SEE EXHIBIT D) APPLICANT: COUNTY OF HAWAI‘I DEPARTMENT OF PUBLIC WORKS (SMA 12-051) Application for a Special Management Area (SMA) Use Permit for the extension of La‘aloa Avenue as a two-lane, 60-foot wide collector roadway for approximately 1,900 feet to connect with Kuakini Highway (Alternative Alignment 3, Cross Section Alternative B), La‘aloa 1 and 2 and Pāhoehoe, North Kona, Hawai‘i, TMK: 7-7-004: 068, 7-7-008: 029, 114, 120 and 7-7-28: 007. The Commission took up this item at 1:20 p.m. with five people from the public in attendance. (SEE EXHIBIT E) 2 MINUTES – The Commission took up approval of the following minutes at 4:06 p.m.: October 18, 2012 It was moved by Commissioner Hickcox and seconded by Commissioner Nelson that the minutes be approved as submitted. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – None. ANNOUNCEMENTS – Mr. Arai announced that the next meeting was scheduled for December 13, 2012. ADJOURNMENT – There being no further business, at 4:08 p.m., it was moved by Commissioner Hickcox and seconded by Commissioner Nelson that the meeting be adjourned. The motion was unanimously carried by a voice vote of all Commissioners in attendance.
