Upper Puna Mauka Connectivity Location Criteria
(CLC) and Alternative Transportation Routes (ATR)
1. Identify "connectivity location criteria" (CLC) and "alternative transportation routes"
(ATR) that highlight innovative ideas for transportation.
2. While emergency use would not be the sole motivation for developing the CLC and
ATR, access for emergency vehicles and for resident evacuation are essential.
3. As recommended in the Puna Community Development Plan, consideration must be
given to developing a road system that is conducive to pedestrians, bicycles, horses,
and other modes of transportation not accommodated on current roads.
4. Consideration should be given to the environmental impacts of noise and air pollution
levels on plants, birds, animals, and other species in order to qualify for environmentally
friendly and/or environmentally enhancing funding for innovative transportation projects.
5. Where appropriate, criteria could include a requirement that connectivity/access
points could be limited to specified modes of transportation, with security cameras
monitoring compliance.
6. Review potential CLC and ATR in light of the global interest in our island's efforts
related to the transportation components of sustainability (by 2050).
7. Position the CLC and ATR efforts to encourage educational curricula and
technological opportunities (such as STEM) for keiki, high school and college students,
and young adults.
8. Consider the potential employment opportunities related to the CLC and ATR,
including construction work and ecologically-friendly tours (nature tours, hiking and
walking routes and tours, biking, horse riding, buggy rides, etc).
