ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
1.Larry will introduce the newly appointed and confirmed members of the PCDP AC, June
Conant, Sharon Daun and Farris Etterlee. (5 min)
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES:
Regular Meeting on December 11, 2012(5 min)
NEW BUSINESS:
1.Communication No. 2013-2: Pohoiki Swimming Area Feasibility Study:
Oshi will present a
draft letter to State Senator Russell Ruderman and State Representative Faye Hanohano
requesting State funding for a feasibility study for the development of a safe swimming area to
be constructed at Isaac Hale Beach Park. (20 min)
2.Communication No. 2013-3: Parks & Recreation Support for Pohoiki Swimming Area
Project:
Oshi will present a draft letter from the AC to the Department of Parks & Recreation
asking them to prepare and send a letter of support for the development of a swimming area at
Isaac Hale Beach Park to State Senator Russell Ruderman and State Representative Faye
Hanohano. (20 min)

3.The Kalapana-Pohoiki Neighborhoods Organization (KAPONO) Report:
Farris will
provide an update on the activities of KAPONO. (10 min)
4.Volcano Plan Update:
Dan will report progress of the Volcano Plan. (10 min)
5.What Does “Community” Mean in the Context of the PCDP?
Keikialoha has asked for a
discussion on what defines a “community” and what standards or criteria the AC should use to
measure the legitimacy of any group or organization proclaiming to speak for the “community”
on any PCDP related issue or implementation activity. (15 min)
6.Subdivision Connectivity Location Action Plan:
The Connectivity Subcommittee (Patti,
Farris, Oshi & Dan) will report on their progress towards identifying a process and next steps
for identifying appropriate subdivision connections and using the Subdivision Connectivity
Location Criteria. (20 min)
UNFINISHED BUSINESS:
1.Subdivision Connectivity Location Criteria:
The AC will consider & act on an amended
version of the criteria for locating roadway connection points between Puna subdivisions as
originally proposed by the Puna Mauka Talk Story Group in Communication 2012-44 and as
revised in Communication 2013-1. (40 min)

2013 meeting.

If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist. (Article 15,
Section 2-91.3(b), Hawai‘i County Code). A lobbyist means, “any individual engaged for pay or other consideration who
spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15,
Section 2-91.3(a)(6), Hawai‘i County Code). Registration forms and expenditure report documents are available at the
Office of the County Clerk-Council, 25 Aupuni Street, Hilo, Hawai‘i 96720.
