NATIONAL HISTORIC PRESERVATION ACT SECTION 106 CONSULTATION
Kea`au -Pahoa Road Intersection Improvements at Old Government Road
Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of
Transportation, Highways Division (HDOT), proposes to perform improvements to Kea`au -Pahoa Road intersection at Old
Government Road. The intent of the project is to improve traffic operations and safety by converting the existing T-
Intersection into a single -lane modern roundabout. The Section 106 area of potential effect (APE) is proposed to be the
entire right -of -way (ROW) of Kea`au -Pahoa in the project area.
The work includes converting the existing T- intersection into a single -lane roundabout (center island, truck apron and
circular path); pavement reconstruction; slope reinforcement; landscaping improvements; electrical conduits and street
lights; drainage improvements; underdrain installation; ADA compliant curb ramps and sidewalks; chain link fences and
guardrails; signage and striping; and adjustment and relocation of various utilities, as necessary. The project also
involves construction for a temporary detour and work zone traffic control during the construction. The total
construction time for the work is estimated to be twelve (12) months.
HDOT will conduct a Public Informational Meeting to introduce the project and gather community input. The meeting
will occur Wednesday, January 16, 2013, at 6:00 p.m. to 8:00 p.m. at the Pahoa Neighborhood Facility located at 15-
3022 Kauhale Street, Pahoa HI 96778. For more information or to request language interpretation, an auxiliary aid or

Pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended (2006) (Section 106), Native
Hawaiian Organizations and Native Hawaiian descendants with ancestral lineal or cultural ties to, cultural knowledge or
concerns for, and cultural or religious attachment to the proposed project area are requested to contact Steven Yoshida
