Minutes of the Meeting of November 26, 2012. REPORTS 1) NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) – NKCDP AC members will report on the recent activity of the subcommittees: a. Growth Management – The subcommittee will report on land use applications submitted to the Planning Department. b. Public Access – The subcommittee will provide an update on; Halelua - State Land Legacy Commission December's meeting regarding partial funding for agricultural and conservation easements; Puakea Bay Ranch - status of letter regarding the coastal access trail;Kohala Kai - relocation of public access trail of the historical Ala Loa trail;grant of easements update; and updates on the New Moon property, Ainakea, and Pu'uepa. a. Parks and Water Improvement – The subcommittee will provide an update on the water systems project. b. Power, View Planes and Erosion Control – The subcommittee will provide updates on proposed coordination of routes for the electricity reliability/redundancy loop for North Kohala and transmission of geothermal power to Oahu, rural infrastructure erosion prevention methods, and view plane protection c. Agriculture – The subcommittee will provide an update on the Important Agricultural Lands initiative project; update on sustainable agriculture goals; a progress report on the High School and Middle School Aquaponics Program; update on soil testing issues and sustainable agricultural water development; and update on strategically sited agricultural lands project. NEW BUSINESS: 2) REVIEW A DRAFT LETTER FROM THE ACTION COMMITTEE SUPPORTING CONVERSION TO FULLY SHIELDED LED STREETLIGHTS FOR ENERGY SAVINGS, DRIVING SAFETY, AND RESTORATION OF DARK NIGHT SKIES (5 Minutes) – The NKCDP AC members will discuss and review a draft letter supporting conversion to fully shielded LED streetlights for energy conservation, driving safety, and restoration of dark night skies, with proposed Public Works Lighting Ordinance updates, to implement Strategy 4.8 of the North Kohala CDP.
