Jeff Zimpfer and Jon Jokiel, rangers from the National Park Service provided the Action
22
Committee an overview of the Kaloko-Honokohau National Historical Park. The discussion
23
provided information on the establishment of the park, the biological and cultural resource of the
24
park, activities currently taking place in the park and external threats to the park’s biological and
25
cultural resources. Many of the programs and services are structured based on the document
26
“The Spirit of Kaloko-Honokohu.” The document can be found on the web-site
27
www.nps.gov/kaho.

Kaloko-Honokohau National Historical Park is an area of cultural and natural significance
29
in North Kona comprising the makai portions of the Kohanaiki, Kaloko, Honokohau and
30
Kealakehe ahupuaa.

The park contains two ancient Hawaiian fishponds, wetlands, more than 185 anchialine
32
pools, coral reefs and archeological sites.

The park is being developed as a living park with activities that are based on real Hawaiian
34
cultural programs and activities to allow local and visitors alike to experience and learn
35
about the Hawaiian culture and way of life.

Questions and Comments include:

Results of the Water Quality monitoring that has been/is being collected by the Park – the
38
trend analysis – it was requested that those analysis be shared. It was further suggested
39

that the monitoring of the Park be integrated with the other existing monitoring efforts
40
being done by surrounding developments to provide more comprehensive results.

A way must be found to incorporate the development wants/needs of the surrounding
42
communities as stated in the KCDP with the protection efforts/requirements that the Park
43
works to ensure.

There is a very important aspect that to be understood, the water recharge rate and how
45
that affects the aquifer.

Steve Bowles and David Barnes provided the Action Committee with an update of the Kona
49
districts unique water resources and services.

Knowledge is collected over time and constantly– we can plan two ways – operate in fear
51
and regulate or we can plan in knowledge
52
Keauhou Hydralogic refers to a calculation area and includes multiple aquifers and utilizes
53
several factors to provide information for the sustainable yield/water resources in a certain
54
area and are modified as new information is discovered.

An important resource plan that is still relevant today is the Keauhou to Kailua Plan done
56
in the 1991. The plan notes that potable water is being brought in from Keauhou into
57
North Kona. There is a zone indicating the limits of a basal lens however this has now
58
become a area for high level water drill sites.

Because of lava flows from Hualalai there have been indications that there seems to be a
60
hybrid water system in the North Kona district – where there is artisian water under
61
pressure at a depth under tracite flows, high level water, and lower slope waters/ground
62
basal level water. These indication leads to a tentative determination that there are
63
multiple aquifer conditions within the Keauhou Hydralogic forming a very complex system
64
that are still being investigated.

Important information source for the sharing of current knowledge is the Kona Water
66
Roundtable.

State Water Commission has a state-wide policy of decision making based on sustainable
68
yield (which is still being investigated/questioned) and will take over management of the
69
aquifer unit when the pumpage reaches 90% of the sustainable yield.

The development (e.g. housing) that has been established in the area re-charges the aquifer
71
systems. The data has not been analyzed on the full impact of the re-charge to the aquifer.

Questions and Comments include:

Clarification of what the differences of water quality of the water from the high level water
74
and the basal lens.

Water demand needs to be determined based on two factors – meter track of existing
76
water usage and future population growth and not based on zoning based.

There is a need to balance creating development and yet supporting the environment and

culture resources.

Minutes of the Meeting of September 26, 2012 were circulated. Marni Herkes motioned to

approve and Bob Ward seconded. Unanimous approval given.

BUSINESS OF COMMITTEE

1. KCDP Implementation.

a. Priority Project Update/Capital Improvement Plan (CIP).

The Action Committee discussed the Capital Improvement Plan descriptions as drafted by
89
Bob Ward to amend the CIP submissions turned in previously. Staff asked for
90
clarification on the submitted information.

Bob Ward requested support maps for the CIP projects and staff requested that
92
parameters/information be provided regarding the requested maps for drafts to be
93
developed.

Marni Herkes moved to approve the project descriptions for insertion into the CIP sheets.

Janice Palma-Glennie seconded, unanimous approval given.

Approval will be given at the next meeting.

Priority Project Update – The AC agreed to take out the Keauhou TOD and Cultural
98
Resources as priority projects and modified the Agriculture to read as “Diverse
99
Agriculture and Food Sustainability”

Bob Ward moved to approve the revision to the Priority Projects, Marni Herkes seconded.

b. Director Initiated Amendments to the Hawaii County Code.

Staff shared that the Kona division of the Department has been developing an internal
104
presentation of the Village Design Guidelines. That presentation will be modified to then
105
take the presentation public. Discussion regarding the Chapter 25 proposed amendments
106
will be continued at the next meeting.

The Action Committee discussed the status of how the Planning Department will

incorporate the KCDP on developments that have to have a time extension approved by
117
the County Council.

Transportation and Public Facilities

Laaloa Extension project is coming in for SMA and there is a contested case request for
120
standing at the Planning Commission. The request is to have the project plan the
121
remaining needed extension.

Discussion with Warren Lee, DPW Director, regarding the proposed CIP projects and
123
retrofit projects.
