Marni Herkes motioned to approve 22 and Bob Ward seconded. Unanimous approval given. 23 The Action Committee discussed the holiday meeting schedule and decided that the November 24 meeting would remain as scheduled but that the December meeting will be cancelled. 25 Request came in from the Puna Community Development Plan Action Committee to have a island 26 wide Action Committee meeting. The Action Committee decided to put on the next agenda a 27 discussion regarding participating with an all island Action Committee meeting. 28 BUSINESS OF COMMITTEE 29 1. KCDP Implementation. 30 a. Priority Project Update/Capital Improvement Plan (CIP). 31 The Action Committee discussed the Priority Project list (specific implementation tasks 32 for the Kona CDP) that was last updated on 4/4/11 and the Capital Improvement Plan 33 requests. 34 The Priority Project List will be modified as follows: 35  Put a revision date 36 Page 1 of 5  Transportation Implementation Plan: Part A will add the 4 important road projects 37 ‘ - Laaloa Avenue, Lako Street Extension, Ane Keohokalole Highway completion, 38 and Mamalahoa Bypass 39  Transportation opportunities/mapping – Bob Ward will provide a description and 40 move the item to the bottom of the list. 41  Infrastructure to support Keahuolu/Laiopua as first TOD – will delete the part 42 found within parenthesis and the rest of the sentence after “reclaimed water”. 43 Then put the two examples in parenthesis. 44  Move the item “Seek funding and hire consultant” above the University item 45  Cultural Resources – Janice Palma-Glennie will provide a description 46  Keauhou TOD – Janice Palma-Glennie will provide a description 47  Move Outreach to above the University 48  Move NELHA to below the Locating TODs 49  Remove “Diverse” for the Agriculture item and Marni Herkes will provide a 50 description. 51  Add protected between the 17-mile and coastline and add the reference (LU 1.6) 52 Project/Items Discussed for priority on the Operating Budget and Capital Improvement 53 Plan 54  The proposed write up for the CIP project submission draft will be modified to 55 replace the parenthesis with commas and remove the work “absolutely” from the 56 rd 3 paragraph. 57  For the CIP summary page combine *8 & 9 58  The AC again discussed the possibility of putting on the CIP the purchase of 59 ‘ Ooma – it was identified that the open space fund is a separate budget list and 60 would not be a CIP list item. 61 Bob Ward will work on updating the detail sheet for the CIP for the next meeting. 62 Bob Ward requested support maps for the CIP projects and staff requested that 63 parameters/information be provided regarding the requested maps for drafts to be 64 developed. 65 ‘ b. Director Initiated Amendments to the Hawaii County Code. 66 The Action Committee has the following comments regarding the proposed amendments 67 ‘ to the Hawaii County Code: 68 Page 2 of 5 Chapter 8 – Marni Herkes motioned to recommend approval for the proposed Chapter 8 69 amendments with the following recommended revisions. Matt Binder seconded and 70 motion passed unanimously. 71  GENERAL NOTE: Consideration should be given to allocating park requirements 72 between residential and non-residential or commercial zoning classifications. 73  Section 8-4 (a) (1) [line 2] add “provided no changes were made subsequent to 74 that date.” 75  Section 8-4 (a) (2) [line 2] add “only if it cannot be used as a linear park” 76  Section 8-4 (a) (8) DELETE entire section – The need for parks is explicitly 77 dependent upon the occupants of the residences and NOT the agency, 78 organization, or corporation that construct them. HRS 359G was repealed. 79  Section 8-7 (a) (1) [line 4] add “including condominium and PUD.” 80  Section 8-7 (b) [line 3 and 9] “director of public works” could be deleted. ; 81 [line 6] “close proximity” must be defined – prefer “within the 82 defined pedestrian shed”; 83 [line 9] add “provided that the intent to waive is proclaimed prior 84 to approving the subdivision. 85  Section 8-7 (c) [line 3] after “may” insert “with approval of the director”; 86 [line 4] after “8-8” add “and provide or arrange for alternative 87 facilities within the defined pedestrian shed” 88 Chapter 23 – Marni Herkes motioned to recommend approval for the proposed Chapter 89 23 amendments with the following recommended revisions. Bob Ward seconded and 90 motion passed unanimously. 91  Section 23-6, 23-23 and 23-40 add in after “County general plan” “and adopted 92 CDP” 93  Section 23-40 [line 4] replace “a” with “an abutting” 94  Section 23-40 (b) [line 1] add “TOD” after “neighborhood” 95  Section 23-44 [line 8] replace “or pedestrian” with “and/or pedestrian” 96  Section 23-46 [line 1] insert “or roadway” after “street” 97 [line 2] delete “To the extent practicable” 98 [line 6] add “including the Official Transportation Network (OTN) 99 map Figure 2-4b Revised 02/24/10 (and revised reversions) and to 100 the extent practicable at other locations in compliance with HRS 101 264-20.5 Complete Streets.” 102 Page 3 of 5  Section 23-48 (a) [line 2] after “lots” add “or other subdivided units including but 103 not limited to condominiums, apartments, tenant spaces, and 104 ohana units.” 105 [line 3] add “if said conditions are identified with proposed 106 mitigation prior to change in zoning.” 107  Section 23-48 (c) [line 2] add “and the analysis is provided with proposed 108 mitigation prior to the change in zoning.” 109  Section 23-64a – amend the text to include the preamble from KCDP page 4-32 110 regarding the Rural Area “Outside of the Kona Urban Area, the character of the 111 rural areas should prevail. This means that limited future growth should be directed 112 to the existing rural towns and villages in a way that revitalizes and enhances the 113 existing rural lifestyle and culture of those communities. Outside of these towns 114 and villages, the protection of important agricultural land is a priority objective. 115 Protecting these lands requires regulations and incentives that will keep these lands 116 available for agricultural use. Any development outside of the rural towns and 117 villages should be directed to suitable areas that are not important for agriculture, 118 in clustered patterns that will optimize the preservation of rural open space.” 119  Discussion reference should also be made toward LU-3.4 and not LU-3.5 of the 120 KCDP (LU-3.5 only refers to IAL lands which are less than 5 acres) 121  Section 23-64a (6) [line 3] replace “trails” with or proposed trails or pathways” 122 Chapter 25 – The Action Committee discussed the proposed revisions, as suggested by 123 comments received, and the comments/concerns brought forth. 124  Height – should there be a clarification regarding adding in a definition of height in 125 feet. Reference should be instead of 75 feet to not exceed Table 6 of the Village 126 Design Guidelines or Figure 3.6 of the Kailua Village Master Plan. 127  Should reference/incorporate the existing Kailua Village Master Plan, which does 128 complement the VDG with regards to addressing a possible “canyon” effect with 129 the height. 130  Canopy requirements will need to be included and enforced – landscaping need to 131 be maintained – to create a true walk-ability of our TODs. 132  Some Comments/Feedbacks need to come in from KVDC and KBID to see if 133 these groups are viewing this proposed amendments. 134 Discussion regarding the Chapter 25 proposed amendments will be continued at the next 135 meeting. 136 2.
