Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on January 8, 2013 NEW BUSINESS: (5 min) 1. Puna Community Medical Center Report: Rene will brief the AC on the progress of the Puna Community Medical Center to secure a long -term lease for a 5 -acre parcel near Pahoa Town from the DLNR. (10 min) 2. Mt. View Village Center Plan Report: Patti will update the AC on the grass roots effort to begin creating a village center plan for the Mt. View community. (10 min) 3. Pahoa Regional Town Center Report: PRTCP Subcommittee members will update the AC on the progress of the Pahoa Town planning effort. (15 min) 4. Pohoiki Swimming Area Project Report: Oshi will update the AC on the response by Senator Ruderman to the AC's request for funding to conduct the feasibility study. Mass Transit Discussion: The AC will explore options for re- initiating community discussion on improving mass transit service to Puna communities and bringing specific recommendations to the Mass Transit Agency for implementation. (25 min) UNFINISHED BUSINESS: 1. Subdivision Connectivity Location Action Plan: The Connectivity Subcommittee (Patti, Farris, Oshi & Dan) will report on their progress towards identifying a process and next steps for identifying appropriate subdivision connections. Marlene Hapai will also present revisions to the connectivity site selection criteria originally proposed in Communication 2012 -44 and Communication 2013 -1. (40min) 2. Criteria for Action Committee Definition of Community: Farris and Sharon will introduce some suggested criteria or guidelines to help the AC determine the appropriateness of any group or organization wishing to represent any particular community in any actions or activities pertaining to implementing the goals and objectives of the PCDP. (35 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the March 12, 2013 meeting. ADJOURNMENT NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961 -8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
