Background
Since its inaugural meeting on November 20, 2009 (14 months after adoption of the PCDP), Puna
Community Development Plan Action Committee members have met monthly to identify action priorities and
to facilitate community participation. At its January 8, 2013, meeting, the Puna Community Development
Plan Action Committee affirmed that connectivity within and between subdivisions throughout Puna remains
as a continuing priority. The PCDP AC identified Sharon Daun, Farris Etterlee, Patti Pinto, and Dan Taylor as
AC members of the Subcommittee on Connectivity and Emergency Response. Community members include
Marlene Hapai (Subcommittee chair), Stephanie Bath, Hannah Hedrick, Jerry Reiss, and Terry Daun.
Purpose
The purpose of the Subcommittee on Connectivity and Emergency Response is to follow the Vision and
Mission of the PCDP in implementing Connectivity actions related to the overall theme of health and safety
and to the three areas of emphasis; Managing Growth, Malama i ka 'Aina, and Transportation, as prioritized
by the Action Committee.
PCDP Mission Statement: "The mission of the PCDP is to develop a sustainable, efficient, and organized
plan that serves the diverse community of Puna, and protects and nurtures the 'aina."
PCDP Vision Statement: "Malama Puna a Mau Loa: Residents of Puna live in harmony with the 'aina while
promoting a sustainable vibrant local economy, healthy communities, and a viable transportation system that
is accessible, friendly and safe for now and future generations_"
Goals/Objectives/Actions
The highest priority to promote health and safety is establishing a series of connectivity locations between
Puna subdivisions and surrounding areas The desired outcome for the PCDP subcommittee working on
connectivity and emergency response is to identify and develop a combination of road connections of various
types that will be agreeable to residents and that will enable safe, indirect, calm passage, as well as provide
more efficient access for emergency traffic.
The Subcommittee's first action is to develop and implement a Connectivity Action Plan that builds on
"Emergency Response Mapping" Community Presentations to emphasize the importance of Connectivity
Location Criteria and other PCDP connectivity concepts.
Connectivity Action Plan
1. Continue collaboration with Civil Defense and other agencies related to the action plan.
2. Create a "Community Presentation" including input and materials from various public and private agencies
to include an "Emergency Response Mapping Make and Take" flyer.
3. Create a packet of "tools" that can be used by various community groups in exploring connectivity
locations and emergency routes, including "Connectivity Location Criteria" to assist communities in
understanding relevant sections from the PCDP.
4. Schedule community presentations in April of 2013 to acquire feedback for other community presentations
and a potential Puna Community Emergency Preparedness Fair.
Connectivity Location Criteria
The following connectivity Location criteria are intended to assist communities in understanding relevant
sections from the PCDP.
1. Health, Safety, and Emergency Issues: Emphasize emergency routes and other issues related to
health and safety, including evacuation for all residents, with appropriate provisions made for those with
disabilities (in accordance with the Americans with Disabilities Act).
2. Education, Technical, and Social Issues: Emphasize connectivity related to local educational and
applied technological issues, as well as to social interactions that enhance personal safety, consider the
appropriateness of creating linear parks connecting subdivisions and inter- subdivision gathering places (in
accordance with the Americans with Disabilities Act).
3. Transportation, Non - Vehicular: Consider pedestrian, cycling, equestrian, and other non - vehicular
transport.
4. Transportation, Mass Transit: Address essential mass transit services.
5. Land Use, Environment: Protect cultural, natural, and other environmental values, including preserving
open spaces for a variety of purposes identified in the PCDP.
6. Land Use, Low or No Impact Design: Use no impact or minimum impact design and construction.
7. Safe Routes to Schools: Include safe routes to schools in all considerations related to connectivity.
8. community Alliances: Provide examples of how communities (eg, Volcano) are creating alliances
related to connectivity.

d. List of Fire Department Representatives that are responsible for Puna that can come to presentation/present

The flyer was reviewed in open discussion and the following corrections were agreed upon

3. Community Presentation Schedule
It was agreed to start with communities that have already been in discussions — A list of Communities will be created
aver reviewing the Maps with Bill and then schedule will be formed at the next meeting
New Business:
Discussion and Adoption of Connectivity Location Criteria
Hannah read document and feedback 1 clarification discussion followed. All members agreed to provide written feedback to Hannah
by Friday Jan 25th so that the document can be corrected and forwarded to Lamy Brown to be part of agenda of Action Committee
Meeting on February 12t`.
Bill Hanson (Civil Defense) Communicated his 3 Criteria for community preparedness
1. what they know now as the main route out if there is an emergency
2. Next Route out if primary route is blocked
3. Has the Community built an Emergency Response Plan If they have, then it should be reviewed in order to help make
corrections/suggestions. If not, help them create one.
