STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
ADMINISTRATIVE MATTERS
1. Minutes of the Meetings of January 14, 2013 and February 11, 2013.
REPORTS
1)
NKCDP AC SUBCOMMITTEE REPORTS (30 minutes) NKCDP AC members will report on
the recent activity of the subcommittees:
a. Growth Management The subcommittee will report on land use applications
submitted to the Planning Department.
b. Public Access The subcommittee will provide updates on activities at; Akoakoa
Point (Bird Cave); Hapu'u; Kauhola Lighthouse; Halelua; Upolu Airport - East end of
the runway; Upolu Airport Area Restoration; Coast Guard Road; Puakea Bay Ranch;
Ranch at Puakea; Latitude 20 (Land South of Paoo); Kaiholena South; Kohala Kai;
Grant of easement documents; and Old government roads & railroads.
c. Parks and Water Improvement The subcommittee will provide an update on the
water systems project.
d. Power, View Planes and Erosion Control
The subcommittee will provide updates on
continuing efforts in rural infrastructure and erosion control, view plane protection, and
route coordination for the proposed North Kohala reliability/redundancy electric loop with
the proposed supply of geothermal power to Oahu.
e. Affordable Housing The subcommittee will provide updates on affordable housing
and land.

f. Agriculture The subcommittee will provide updates on the following projects:
Important Agricultural Lands initiative project; sustainable agriculture goals;
agricultural educational programs; sustainable agricultural; strategically sited
agricultural lands project; and an update on the community gardens.
NEW BUSINESS:
1)
DISCUSS PROCEDURE FOR NKCDP AC CORRESPONDENCE (10 Minutes) - The
NKCDP AC Members will discuss the procedures for preparing and sending
correspondence. The AC members may review a draft letter to the Planning Director from
the AC with a recommendation regarding this procedure.
2)
REVIEW A DRAFT LETTER FROM THE ACTION COMMITTEE SUPPORTING
CONVERSION TO FULLY SHIELDED LED STREETLIGHTS FOR ENERGY SAVINGS,
DRIVING SAFETY, AND RESTORATION OF DARK NIGHT SKIES (5 Minutes) The
NKCDP AC members will discuss and review a draft letter supporting conversion to fully
shielded LED streetlights for energy conservation, driving safety, and restoration of dark
night skies, with proposed Public Works Lighting Ordinance updates, to implement Strategy
4.8 of the North Kohala CDP.

REVIEW 2013 IMPLEMENTATION WORK PLANS DEVELOPED BY THE NKCDP AC
SUBCOMMITTEES (10 Minutes) The NKCDP AC Members will review and discuss the
2013 Implementation work plans developed by the NKCDP AC Subcommittees.
