Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on February 12, 2013
NEW BUSINESS:

1. Public Access, Open Space and Natural Resource Preservation Commission Report
Steven Hirakami will brief the AC on the 2012 PONC Report to the Mayor and the prioritized
recommendations for acquisitions for the year.

2. Communication No. 2013 -13: Mass Transit -Hub & Spoke System
A draft letter from the AC to the Mass Transit Agency asking to begin implementation of a hub
& spoke transit system in Puna.
(15 min)
3. Communication No. 2013 -XX: Red Road Scenic Byways Designation
Farris will introduce a draft letter of support to have the Red Road (Hwy. 137) designated as a
Scenic Byway. (15 min)
4. Glenwood Park: Sharon will lead a discussion on appropriate development of the park site
along Hwy. I I across from Hirono Store in Glenwood that would make the park more suitable
for keiki and family activities. (20 min)

5. Communication No. 2013 -17: CIP Budget Requests for Planning Consultant Assistance
with the Pahoa Regional Town Center Plan and the Volcano Village Center Plan
The AC will consider two additional CIP Budget requests for inclusion in the 2013 -14 CIP
Budget to provide funding in order to allow the Planning Department to contract with
consultants to produce village center master plans for Pahoa and Volcano. (20 min)
UNFINISHED BUSINESS:
1. Connectivity and Emergency Response Subcommittee Report
Members of the CERSC will report on their progress on implementing the Connectivity Action
Plan including the following communications. (20 min)
a. Communication No. 2013 -14: Puna Regional Emergency Preparedness (PREP) fair
Request from the Connectivity and Emergency Response Subcommittee (CERSC) for
approval by the AC to plan and implement a PREP Fair tentatively scheduled for August
31, 2013.
b. Communication No. 2013 -15: Connectivity and Emergency Response Subcommittee
(CERSC) Meeting Minutes for January 22, 2013
Meeting minutes for the January 22, 2013 meeting of the CERSC of the PCDP AC.
c. Communication No. 2013 -16: CERSC Meeting Notes for January 24, 2013
Notes on CERC meeting with Bill Hanson of Hawaii County Civil Defense.
2. Communication No. 2013 -9: Criteria for Action Committee Definition of Community The
AC will entertain suggestions to the criteria introduced in this communication at the February
12, 2013 meeting as a guide for the AC to determine the appropriateness of any group or
organization wishing to represent any particular community in any actions or activities
pertaining to implementing the goals and objectives of the PCDP. (40 min)
3. Outstanding Projects Report:
The AC will accept reports on the status of any previously prioritized actions or projects and
discuss follow -up actions as may be deemed appropriate. (20 min)
a. Mt. View Gym Upgrades and Playground Equipment Project
b. Capital Improvement Projects Budget and General Operating Budget Requests
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the April 9, 2013
meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-
91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
