Ruderman Twenty Seventh Legislature Senator, 2nd District State Capitol Room 217 Honolulu, Hawai'i 96813 Dear Senator Ruderman: Thank you for your letter, dated January 22, 2013, regarding the request to reduce the speed limit from 55 mph to 45 mph on Highway 130 at the following locations: Between Shower Drive and Maku'u Drive In the vicinity of Leilani Boulevard We agree with your request to reduce the speed limit from 55 mph to 45 mph on Highway 130 between Shower Drive and Maku'u Drive. In order to maintain a consistent posted speed limit, we recommend extending the speed reduction from Maku'u Drive to Ainaloa Boulevard. This will encompass all of the entering side streets from Shower Drive to Ainaloa Boulevard. We will issue a work order to make the sign changes. However, we do not recommend reducing the speed limit in the vicinity of Leilani Boulevard. We researched the accident history of the 3 most recent years of data available and did not find a problem that reducing the speed limit would correct. The lack of driveways and accesses along this section of roadway supports the posted speed limit. It would be unreasonable to expect drivers to reduce their speed for such a short distance. Instead, we recommend using an advisory speed limit of 45 mph to warn drivers of the intersection. We can add the advisory plaques to the existing intersection warning signs.
