Crime. 0 Safety in General Drugs — Alcohol — Loitering - Violence D- Again need more "spirit of Aloha" and less alcohol. D- Again, far too many shady characters walking the streets. Drunks all around Cash & Carry. I try my best to avoid walking the streets of old town. D- Aggressive panhandlers & drunks D- As long as drug use is seen regularly on our public streets the area will always seem unsafe. D- Can we get the drug dealer away from town? Walking into the bank is a challenge. Going into the bookstore is also. D- Clean up of drug dealing and loiterers around banks needed. D- Dealers and punk are everywhere. D- Doesn't feel that welcoming and safe. Feels dangerous at times from gangsters on corners and drug dealers and those on drugs, ice, pot, alcohol, etc... D- get rid of druggies D- Got to get the ice out D- I don't feel safe enough to walk alone at night because I am a female. D- I feel fairly safe during daylight hours but don't at night. There are too many individuals who sit or stand in walkways /sidewalks and look scary. D- Ice is ruining our kids and community, and the police are flying around busting medical marijuana patients with their public safety budget. D- In the heart of town there are too many street people hanging out ready to mug someone & steal their stuff. As we have helped several victims. D- Is it safer to walk the streets at night. there is a lot of rowdy, verbal exchange in front of musical nightclubs D- It can be dangerous after sundown. D- It's pretty safe - it seems that the meth problem has gotten better. I'm glad to see that... D- just by walking around in town i don't feel safe everyone dont look like they can be trusted they homeless people and drug addicts that is homeless because of thee drugs it seems like "the getto" D- just stand at cash & carry 5 min - oh yea - even hookers & pimps D- Look at the drug use D- lots of drunk drivers in Puna D- Lots of teens wander Pahoa. Would be nice if they got jobs. Safety Page 1 D- many people feel unsafe and scared to visit Pahoa town after dark due to random thuggery /violence. D- more violence intervention and education for all needed areas ie: parents, mothers children and DAds. Also services for substance abuse and homeless in area. D- Mostly concerned w/ drinking & driving & "ice" /meth drugs. D- Never had a problem as far as personal safety goes in Pahoa but have witnessed fights, drug deals, underage drinking, and other activities that could be reduced just by having cops actually doing their job. D- Never have felt safe enough to walk the streets of Pahoa town. Have lived here 27 years and haven't yet been to Luquin's! D- Of what? I'm not from here and sometimes some of the derelicts look at me as I'm either an intruder or the pretend not to see me at all and I have to go around them. There's nothing like being hated for something that happened over half a century before I was born. At least I don't feel threatened. D- Our youth are exposed to too many illicit drugs and bad influences as they walk around Pahoa town. D- Pahoa still has youth gangs, street fights, and lack of safety after dark. D- Pahoa town does not seem safe due to drug deals and violence D- People on drugs can change the safety D- Personal safety in Pahoa is generally good, although people who don't know that might feel threatened by some of the street scene. D- sometimes seems a lot of drunks are on the street - kinda scary. D- The bums are always allowed to hang around the First Hawaiian Bank and the Cash N' Carry store to conduct nepharious deals and or pan handle. D- The public drinking & loitering has to go. D- The roads at night are frightening, because so many people drink and use drugs and drive around at night. D- the teenagers often are forced to hustle for crystal meth & other drugs. Noisy late -night bars attract drunks. Often escalations & fights occur. D- There is a sense of danger from people on drugs and alcohol, which feels genuinely unstable especially around teenage girls.. D- There is too much crime and there are too many people breaking the law most of the time. There is usually some knot head at the beach or in the town or at the park that can ruin the entire experience. D- There is too much public drinking and drug use. There appear to be no repercussions for violations of the law. Too many repeat offenders are back on the street making it unsafe. D- To much drug dealing D- Too many drug dealer on streets. D- Too many fights outside the PVC. I don't go there anymore because of it. D- too many panhandles and drugies D- Too many people wandering around at night for me to feel safe. D- TOO MUCH DRUGS -ASSAULTS -RUDENESS IN General Need traffic light at MALAMA JUNCTION D- Too much Ice & drug addicts Safety Page 2 D- Very poor... widespread loitering, and the homelessness problem is growing. D- Way too many street people and drug sales are openly tolerated - even in front of the banks. Tourists are accosted by "Wanna buy some herb ?" Traffic — infrastructure (sidewalk, roads, lighting and signage) 1 -130 to kalapana needs more passing lanes and 137 should be widened and allow passing. Otherwise people just pass anyway and risk everyone's lives. I- Again pedestrians and bikes are at risk. I- And sidewalks for pedestrians. I- Besides walking and biking paths seem to be fairly safe I- bicycle paths marked I- Boardwalks are not safe at all. Lawsuit waiting to happen. I- bus stops with cross walks I- Cheap transportation. I- create roundabouts so no more death due to each of legislator Faye H. not going forward I- Dangerous intersection at 130 /Kahakai Blvd. Why does Right Turn yield to Left turn here? I- do not allow cars to think they are king of the road, we must share our roads with bikes, strollers, pedestrian, etc. I- geothermal should not be near to residents. buffer and safety zones need to be established. I- Good except at night, maybe better lighting for roads? I- Highway 130 is way to dangerous - how about a center divider? I- Highway 137 has no alternate routes in case of tsunami for many residents and visitors I- Highway accidents prevail. Rte. 130 curves at the 3 major intersections, at high school, at Kahakai, and into the shopping center, creating optical illusions and drivers are unaware of oncoming traffic until it's too late. Lots of accidents at those intersections. I- Highway and road through town are dangerous for pedestrians, bicyclists, motor cyclists, and in some areas autos and other vehicles. I- Horrible! Bad intersections bad walk ways. I- I feel comfortable in my community, but roads are too narrow, need more lighting, shoulders, paths I- I feel safe in this area but again some of the drivers really need to be stopped and advised they really need to slow down. I- I feel safe, but I don't live IN Pahoa. The traffic in town goes slowly enough -- not a problem. #1 safety issue to me is that intersection with Kahakai and the by -pass road and the mess between KFC /Longs /Aloha gas. I- Improving sidewalks and pedestrian and traffic signs would help. I- Inadequate sidewalks, no bike paths I- intersection at Long's Drugs I- more street lighting and discouraging people hanging out on the streets. I- more street lights. I- Need crosswalk by Longs for Bus Stops Safety Page 3 I- need more night lights. THIS! Especially at Woodland Center I- Need public restrooms, perhaps small bus depot. No compliance with ADA access reqts. I- need signs saying that thefts occur where ther is no security guard I- need walkways and pathways from one end of Pahoa to the other except for traffic intersection leading into town I- New street helps greatly, although shoulders are very much needed everywhere for safety. I- no side walks whatsoever!!... I- Nonsensical building codes, walking hazards, poor parking I- not enough side walks I- not safe for pedestrians, bicycles I- Obviously some intersections can be problematic however rather than put in red lights everywhere I think reducing speed limits can work as well. I- Other than drivers and traffic we feel very safe. I- Overall signage could be improved to help orient visitors to the town who don't know the lay of the land, so to speak I- pedestrian walkways are needed I- People driving vehicles that do not conform to road height, no insurance, no current safety sticker, talking on cell phone while driving, and cutting corners at intersections. I personally haven't had any bad experiences but I know not to be in the wrong spot at the wrong time of night in Pahoa. I- poor visibility coming out of stores and lack of sidewalks I- really need shoulder on road I- Road Safety? We really need more crosswalks, and a couple more streetlights in town would be great. When turning onto Village Road there are some corners where we cannot see who is coming at us. Maybe trim the plants back father? I- roads are unsafe for pedestrians in areas. I- roadways are not safe for bicyclists or pedestrians. I- Pahoa is unsafe for motorists, bicylists and pedestrians. I- Safety after dark can be treacherous if you're on foot due to no walkways. People tend to be courteous, but safety needs to be studied and improved, especially for the vulnerable and less mobile. I- see roads, sidewalks..... Community Policing I- see traffic and roads - very poor I- Seems safe enough ..... You may not want to walk down a shoulder-less ... non bike path road in the dead of a new moon night ... but for the most part town to me feels safe.... I- Shoulders, bike paths, sidewalks would make it more safe. Stop lights and arrows - traffic I- side walks. I- Sidewalk through town. Renovation of wooden sidewalk I- Sidewalks need to be redone creatively, say boardwalks connecting levels via ramps vs stairs, and handrails. I- Sidewalks please I- some intersections are dangerous. I- Something needs to be done near the malama entrance. I- Somewhat dangerous to walk or ride bikes in town. Safety Page 4 I- Speeding on Hwy 132 all night long. No bike lane- very unsafe. I- Still plagued w /poor Traffic intersections Far too many auto collisions I- Street lites gike lane maintenance traffic lites at four way clovelleats I- Street safety is paramount as auto drivers are mostly so arrogant and do not respect non motorized transportation. So a GO SLOW through Pahoa town would be nice. I- streets and intersections are unsafe I- That's why Pahoa (or more specifically) Puna is called the "wild, wild, west "The Pahoa Village needs better sidewalks /walkways, speeding enforcement. People in the town don't always pay attention when crossing the street & people often speed through the town. But I think most people drive slow through the town. I- There are too many urban problems in this rural, isolated setting. I- Traffic I- Traffic is fast through town. I- traffic issues can only bring a poor rating I- Traffic on dangerous roads; no shoulder for bicycles & pedestrians all thru Town; I- traffic with poor roads and one lane in each direction, lighting, no sidewalks and no bike lanes anywhere I- transportation especially. Must make road /walkway separation safer I- We need better places for people on foot -kid safety is primary I- we need to have stoplights in the pahoa bypass also towards the bottom of hawaiian beaches due to many accidents I- What kind safety you mean? Traffic safety at Hilo -side intersections is poor. I- Widening the transfer station roads would be helpful, incoming and exit. I- With no safe place to walk or bike ride; it is very dangerous. But I feel the town is safe. Lack of road maintenance, Albezia control, etc. Police: Presence and Performance. Crime. P- A stronger police presents at night, P- Better than it used to be but we need the police walking a beat. P- Bike Cop will be excellent for old town P- can be crime - filled w/ theft and violence; P- Could use more police presence walking on the street. P- Given how close the police station is, there doesn't seem to be much of a police presence through the main business area. P- Good to see police on bikes!!! Pahoa as a community must avoid profiling, for everyone's safety. There needs to be safe centralized hanging -out space, where it's ok to just meet and talk. P- I always lock my car in Pahoa because I think it is quite risky for theft. P- I do not feel safe in most places. The police are not usually available to service the needs. P- I don't know who to be afraid of - criminals or the police (with corrupt ties to criminals) P- I don't think there is enough police presence. Safety Page 5 P- I feel fairly safe during the day but not at night - I've had friends cars broken into and things stolen. P- It would be nice if there was more security around the center P- It;s nice to see security Guards at the Community Center and the Banks P- More community policing. P- More police!! P- Need community policing CPOs P- Need more law enforcement patrolling and making it safe for business and their customers. P- Need more police officers especially CPO. P- Need more public safety officers that are part of the solution not part of the problem. How many times I drive the streets where the kids play and find the tennis shoes over the electric lines, if the public is aware the police must be aware what this signals. P- not enough police. walking downtown dangerous P- Officers P- People should feel safe walking at night. P- police need to respond on a more engaged level when reporting property being cased for theft P- POLICE FAVOR THEIR RELATIVES, THEY GET AWAY WITH MURDER. P- Police fire clinics. Took. Lavatory away. Make everyone drive 35 mes to dump. P- Police station outside town reduces their presence even further. Get cops on the street... visibility helps and they can contend with the illegal activities wantonly and openly occurring... drugs use and drug sales and the decay that goes with it P- Poor law enforcement. P- Seems like vehicles are unsafe if left overnight hopefully with increased awareness /stress reduction addictions would be (down) and unity (up) P- Takes too long for fire and police response generally. P- The neighborhood watch groups have had to step it up, because the public safety officials are not able to do their jobs. P- The police of Pahoa are known for not enforcing the law to certain individuals (locals). For example, I know of several cases where someone's house was robbed and the stolen goods were later found to be at some 'bad guys" house and the police told the victim to just let it go!! In other words the crooks got to keep her belongings and were not arrested. And the case of the man in Leilani who was attacked by dogs YET NOTHING HAS BEEN DONE TO THE OWNER WHO GOT HIS DANGEROUS DOGS BACK. These two cases are NOTHING LESS THAN GROSS NEGLIGENCE. Actually the bad dog problem is rampant and something needs to be done about it. There are several roads in my subdivision as well that you cannot walk down or else you risk attack or at least frightening barking and lunging after you. Why are the few (bad dog owners) allowed to bully the rest of us ? ?? And if local police are unable /unwilling to prosecute other locals then perhaps we need to hire non - locals. P- There needs to be a larger police presence, especially on weekend nights when people are drinking. P- This brings me back to the point that I made earlier about the police force being understaffed and not able to provide consist on -going patrol to the neighborhoods that are growing quickly and have lots of children. Safety Page 6 P- Way too many home robberies. It's as if police and legislators are looking the other way. Why is marijuana allowed to be grown on people's properties? Medical reasons do not hold water! P- We had a car stolen from the Liquens parking lot, it was filmed on camera, we told the police about it and they didn't care. 4 times we told them, and by the time they finally got around to look at it the film had recycled. We still don't get any respect. P- We need a stronger police influence especially to address the harassment. P- We need a stronger police presence in Pahoa town to keep our youth safe. P- Would like to see foot patrol officers in Pahoa town. Safety in General O- community needs to take more responsibility 0- Dangerous O- for every one O -1 always feel safe in Puna O -1 feel safe in Pahoa Town at all hours O- Look with new eyes at things that have "always been that way ". O- Need another ambulance & an ER O- never had any problems O- No more roving dogs tighten leash on dog owners tighten leash on Human Society & COH O- not a safe place ( Pahoa) I live in Leilani & it is pretty safe (except dogs!) O- With a collapsing global biosphere, climate disruption, and resource wars; safety is an illusion. Safety Page 7
