<br />HAWAI‘I POLICE COMMISSION <br />REGULAR SESSION MINUTES <br />EVALUATION OF POLICE CHIEF <br />DECEMBER 21, 2012 <br />AUPUNI CENTER CONFERENCE ROOM <br />CALL TO ORDER <br />Chair Kenneth Ono called the meeting to order at 9:08 a.m. <br />ROLL CALL <br />Present: Kenneth Ono, Chair <br /> Carol Ignacio, Vice Chair <br /> Paul Horner, Commissioner <br /> Michelle Kualii, Commissioner <br /> Jessanie Marques, Commissioner <br /> Donn Mende, Commissioner <br /> T. Ka‘ili Pe‘a-Ferrari, Commissioner <br /> Guy Schutte, Commissioner <br /> Leroy Victorine Commissioner <br />A quorum was present. <br />Also Present: Lincoln Ashida, Corporation Counsel <br /> Josie Pelayo, Secretary <br />APPROVAL OF AGENDA <br />Commissioner Victorine moved to approve the agenda. Commissioner Schutte <br />seconded the motion, and it carried unanimously. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />DWIGHT J. VICENTE <br />stated that he was representing the Hawaiian Kingdom. The <br />correspondence, which he did not read, has violations because the U.S. Constitution <br />prohibits standing armies. There is a question of jurisdiction. We are in the Hawaiian <br />Kingdom. The Monroe Doctrine has no authority to bring anything from elsewhere to <br />this Kingdom. He is speaking on the correspondence. They should not set goals. The <br />Hawaiian Kingdom has a police force, but nobody is sworn to the Hawaiian Kingdom. <br />He represents the Hawaiian Kingdom. The U.S. Supreme Court has no jurisdiction over <br />this kingdom. <br />CORRESPONDENCE <br />Correspondence 2012-08: From Police Chief Kubojiri, Year-End Status of Police <br />Department Goals for Calendar Year 2012. Commissioner Schutte moved to accept the <br />correspondence. Vice Chair Ignacio seconded the motion, and it carried unanimously. <br />EXECUTIVE SESSION <br />Commissioner Ignacio moved to meet in executive session to conduct the annual <br />performance evaluation of Police Chief Harry Kubojiri and to consult with Corporation <br />Counsel on questions and issues pertaining to the commission's powers, duties, <br />privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawai‘i <br /> <br />
