Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on March 12, 2013
NEW BUSINESS:

1. Draft Environmental Assessment for B.T. Kuwahara Private Commercial Development
and Related Use of State Land:
The AC will consider submitting formal comments on the DEA for submittal to the developer
via the Planning Director and the DEA consultant. (40 min)
2. Communication No. 2013 -20: Public Access, Open Space and Natural Preservation
Commission (PONC) application for Wai`Opae land acquisition.
The AC will consider a draft letter of support from the AC for the acquisition of lands adjacent
to Vacationland subdivision with the Public Access, Open Space and Natural Resource
Preservation Fund. (15 min)

3. Communication No. 2013 -19: Request for Comments on Special Permit Application No.
13- 000150:
Rodney and Lorrie Diamond have submitted an application to the Planning Commission for a
Special Permit to allow a base yard for a drilling company with related uses. The AC will
consider providing comments to the Planning Director on the consistency of the proposed use
with the Puna CDP. (20 min)
UNFINISHED BUSINESS:
1. 2013 Action Committee Projects Priority List: The AC will entertain suggestions for
amendment to the 2013 Action Priority List as revised November 23, 2012 and approved on
December 11, 2012. (20 min)
2. Connectivity and Emergency Response Subcommittee ( CERSC) Report: Stephanie Bath
will update the AC on the progress of the CERSC since the March 12 AC meeting. (10 min)
3. Mass Transit Subcommittee (MTSC) Report: Stephanie Bath will report on progress by the
MTSC in moving forward with Mass Transit Agency implementation of a hub & spoke system
in Puna, will report to the AC. (15 min)
4. KAPONO Report: Farris will report on KAPONO activities since the March 12 Action
Committee meeting.
(10 min)
5. Outstanding Projects Reports:
The AC will accept reports on the status of any previously prioritized actions or projects and
discuss follow -up actions as may be deemed appropriate. (10 min)
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the May 14, 2013
meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-
91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
