WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
FEBRUARY 7, 2013
The Windward Planning Commission met in regular session at 9:02 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman
Dean Au presiding.
COMMISSIONERS PRESENT: Dean Au, Ronald Gonzales, Wallace Ishibashi, Raylene Moses
and Stephen Ono
STAFF PRESENT: Ivan Torigoe (Deputy Corporation Counsel), B. J. Leithead Todd (Planning
Director), Daryn Arai (Planning Program Manager), Maija Cottle (Staff Planner), Jeff Darrow
(Staff Planner), and Sharon Nomura (Secretary)
The Chair introduced the staff and Windward Planning Commissioners to members of the public
and described the procedures to be followed for today’s meeting.
STATEMENTS FROM THE PUBLIC – Note that statements from the public regarding
any particular item on this agenda will be taken at the time the particular item is called to
order.
NEW BUSINESS – 9:00 a.m.
APPLICANT: JAS W. GLOVER, LTD. (SPP 12-145)
Application for a Special Permit to allow the establishment of a new quarry site on
approximately 10.15 acres within a 140.368-acre property situated within the State Land Use
Agricultural District. The project site is located east of the Hawaii National Guard Site and Hilo
International Airport and approximately 3,800 feet west of the County's Sewer Treatment Plant
Site at Honohono-nui, South Hilo, Hawaii, TMK: 2-1-13:Portion of 4.
The Commission took this item up at 9:02 a.m. with 7 people from the public in attendance.

APPLICANT: AUSTIN MAUCH (SPP 12-146)
Application for a Special Permit to allow the construction and operation of a certified kitchen for
the processing of kukui nuts on a one-acre parcel situated within the State Land Use Agricultural
st
District. The subject property is located along the southwest (mauka) side of 31 Avenue,
approximately half way between Paradise Drive and Maku‛u Drive, Hawaiian Paradise Park
Subdivision, Puna, Hawai’i, TMK: 1-5-017:081.
The Commission took this item up at 9:41 a.m. with approximately 11 people from the public in
attendance.

MINUTES – The Commission took up the following minutes at 10:22 a.m.
Approval of Minutes of the January 10, 2013 meeting – It was moved by Commissioner
Ishibashi and seconded by Commissioner Gonzales that the minutes be approved. Motion was
unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS – The Commission took up the following at 10:23 a.m.
Status of applications heard by Windward Planning Commission that are pending before County
Council – Mr. Arai noted that Dien-Jung Lin’s Rezoning 12-158 passed second and final
reading.
ANNOUNCEMENTS – Mr. Arai announced that the County Council confirmed B. J. Leithead
Todd’s appointment to the position of the Hawai‘i County Planning Director and that the next
meeting scheduled for March 7, 2013 is anticipated to be a long meeting with four agenda items
including the Glover and Connections applications.
ADJOURNMENT –There being no further business, the Chair declared the meeting adjourned at
10:25 a.m.
