issues in the Kawaihae area and has found items
within the CDP document itself that are either dated,
need further explanation, need to be eventually
removed and/or added to, and through this
presentation would like to bring these issues to the

other edible invertebrates on the shoreline, smaller numbers of reef fish and pelagic
fish being over fished with improvements of technology. Fishing practices area no
longer sustainable and there is a need and desire to improve marine management
initiatives in SK.
Some ancient fishing practices have been affected due to state laws preventing certain
fishing to take place in certain areas which has adversely affected the residents of
DHHL who have been fishing off of this particular coastline for years.

Suggest support to change state law which allows local fishing p
area, by encouraging DLNR to change buoy location in order to maintain practices.
Suggest further educating the public and working with the West Hawaii Fisheries
Council to enhance accountability/education of all users of marine resources.

According to Environet, one of the companies contracted to do the clean up
work, the status of the Kawaihae area is that it will be on a cl
future but it is not currently considered to be a risky area, it

2010 Census numbers are available but we were
unable to locate the numbers for the specific area
of Kawaihae, to compare to what is in the CDP.
We will follow up on that item.

DOT Harbor Division/2035 Kawaihae Harbor Plan was
completed in August 2011 presents a four phase $280M
expansion program for Kawaihae Harbors Commercial boat
harbor with phase 1 budgeted at $61.4M.
Paragraph 4 can mostly be eliminated due to the fact that there is
no Super Ferry. The 2035 Plan envisions no future cruise ship

traffic but allows for future ferry service in the vicinity of future
pier 3 near the US Army LST/LSV ramp.

Strategy 2.2; Conduct studies to analyze the economic feasibility of

desalination plant may have on the surrounding environment.
We hope to receive direction for the viability of conducting a study, and will
rely on the expert to speak to this. Should it be determined to be viable, we
will enter it into the CIP request process.
Policy 3: Improve the marine water quality along the Kawaihae Coast
Strategy 3.1; Engage the Queen Emma land managers, Parker Ranch,
of Hawaiian Home Lands, National Park Service, watershed experts and the
Kawaihae community in a program to re-vegetate the mauka areas o
watershed and reduce erosion and sedimentation.
Kohala Watershed Partnership Coordinator this strategy is curren
implemented. In 2009 KWP received a 2.6M grant from NOAA Restoration

Center to implement parts of the Pelekane Bay Watershed Manageme
(MKSWCD 2005) including 18 miles of goat fencing, removal of feral goats,
plants and protecting native species within stream corridors, erosion mitigation
with sediment check dams, and treatment of bare soil areas with
fabrics. Phase 1 was completed in 2/11 and since then the project infrastructure
has been maintained and/or augmented by two additional grants through the
Hawaii Community Foundation and the National Fish and Wildlife F

HCF, Harold L. Castle Foundation, NFWF) to continue to implement strategies to
reduce sedimentation into the bay from the watershed areas.
Suggestion: Revise Action Item to include allocation of CO funding to match
Federal and Private grants that are supporting the ongoing resto
rehabilitation of the watershed.
Strategy 3.2; The community and County shall coordinate with the Army Corps of
Engineers and State agencies to dredge Pelekane Bay
Dredging strategy is off the table for a couple of reasons: 1. i

Strategy 3.3; The County of Hawaii shall work closely with State
Agencies and with the Kawaihae community to design solutions to restore ocean
circulation along the Coast through the creation of a washout ch
The feasibility study conducted by the Army Corps concluded that the sediment

would fill the channel and would not do what was hoped, disperse the sediment out
into the ocean to clean out the bay.
Note: The Kawaihae Community still wishes to see the wash out ch
and feels strongly that it should remain an option to restore ocean circulation.
Policy 4: Improve Traffic Safety for vehicular and non-vehicular
transportation along Akoni Pule Highway
Strategy 4.1; Reduce the speed limit from 35 to 25 mph along Ako
vicinity of Kawaihae Harbor as indicated on the Conceptual Plan
The South Kohala Traffic Safety Committee has been trying to get
speed limit and the most they got was STOP to be painted on the road at the stop sign.
The challenge continues to be funding and priorities.

Strategy 4.2; Prohibit parking along the shoulder of Kawaihae Ro
for pedestrians and bicyclists.
There was some work done toward this end in terms of taking out the coconut trees, and
taking out the cattle pens near the comfort station so that park
County Police Department will site cars parked along the shoulde
when they see or are told of vehicles parking in shoulder areas.
Strategy 4.3; Form an agreement with DLNR to utilize the land by the old cattle loading
area for overflow parking from local businesses

Strategy 4.4; Construct pedestrian paths and bikeways along Akon
Kawaihae corridor and add appropriate signage to increase safety
SKTSC has been working with State on getting crosswalks, sidewal
signage to be alert and enhance safety.
Another option might be to work with Ala Kahakai National Histor
trail off of the roadway up against the Harbor fence line.

These action plans continue to be the focal points of the
community, along with emergency preparedness, protection
of natural and cultural resources and to create a task force
group that will enable all stakeholders and entities that are

dependent upon Kawaihae area, to come together and work
toward the common goal of planning, water and protecting
resources.
Proposed Kawaihae Harbor Task Force
Kawaihae subcommittee requests that the Action Committee vote to
Kawaihae Harbor Task Force being created. The subcommittee would work with
hopeful participants such as Senator Malama Solomon, Representative Cindy

USA, DOT/Harbors and Highway, National Park, DHHL, Department

Emma, Planning, Ala Kahakai, Makalii, Kanu o ka' Aina, State Historic Office
of Preservation, Community, KLRC, Harbor users, or whomever it is determined
is an appropriate participant. The area of focus would range fr
Gulch on the north, to Spencer Beach Park on the south and propo
road on mauka side. The goal would be to increase collaboration between the
various agencies in order to come together and work toward one ultimate
Kawaihae Harbor area improvement plan with the understanding that when we
work together and not against each other, everyone benefits. Ma
