The community continues to want the Bypass Road and feels the best route is directly across from the Harbor entry. Strategy 1.4; Expand commercial activities around the harbor area Strategy 1.5; Expand recreational activities around the harbor a canoe club activities DOBARÔs plan to expand the small boat harbor is in process, Kawaihae Canoe Club is an active, ever growing group promoting good stewardship of the halau is maintained by the County with the clubs kokua. Strategy 1.6; The County shall encourage and support revitalization of KawaihaeÔs cultural and historic resources. he community would like to see their cultural and historic resources recognized T through the posting of signage on sites that warrant, perhaps through collaboration with Ala Kahakai National Historic Trail. Strategy 1.7; Mitigate the effects of industrial sprawl around the harbor and industrial areas The community feels that this mitigation should be done by controlling things such as future lighting (should be shielded and not excessive), wires, poles and transformers shouldbeplannedsothattheyminimizecha ngingthevisualresourcesoftheareaAll . shouldbeplannedsothattheyminimizechangingthevisualresourcesoftheareaAll expansion and future development within the harbor area should occur in a way that mitigates the impact on view planes and scenic beauty of area. Whenever possible utilities should be placed underground. It is felt that the Bypass will offer an opportunity to implement the SKCDP by planning for uncluttered scenic vistas. Strategy 1.8; Decide on site locations for a community center, affordable housing and school, per DHHL ‰ ‰ Policy 2: Establish additional sources of potable water for the Kawaihae area Strategy 2.1; Complete the development of the Ouli Well Field and transmit thfOlihKihe water rom u to te awaae area hfOlihKih Ongoing as an integral part of the District wide subcommittee efforts. Process would include County, DHHL, and DW Aina Lea working toward investigative findings on the 3 Ouli wells. Determine if Ouli w most viable source of immediate water. Pursue the development of these wells, if findings justify. Strategy 2.2; Conduct studies to analyze the economic feasibility of gy;yy construction a desalination plant and the environmental impact a desalination plant may have on the surrounding environment. We hope to receive direction for the viability of conducting a study, and will rely on the expert to speak to this. Should it be determined to be viable, we will enter it into the CIP request process. Policy 3: Improve the marine water quality along the Kawaihae Coast Strategy 3.1; Engage the Queen Emma land managers, Parker Ranch, of Hawaiian Home Lands, National Park Service, watershed experts and the Kawaihae community in a program to re-vegetate the mauka areas o watershed and reduce erosion and sedimentation. Kohala Watershed Partnership Coordinator this strategy is curren implemented. In 2009 KWP received a 2.6M grant from NOAA Restoration pg Center to implement parts of the Pelekane Bay Watershed Manageme (MKSWCD 2005) including 18 miles of goat fencing, removal of feral goats, plants and protecting native species within stream corridors, erosion mitigation with sediment check dams, and treatment of bare soil areas with fabrics. Phase 1 was completed in 2/11 and since then the project infrastructure has been maintained and/or augmented by two additional grants through the Hawaii Community Foundation and the National Fish and Wildlife F SiEibllfdi(NOAAuggeston: ngage partners mentons aove as we as unng partners , SiEibllfdi(NOAA HCF, Harold L. Castle Foundation, NFWF) to continue to implement strategies to reduce sedimentation into the bay from the watershed areas. Suggestion: Revise Action Item to include allocation of CO funding to match Federal and Private grants that are supporting the ongoing resto rehabilitation of the watershed. ‰ ‰ Strategy 3.2; The community and County shall coordinate with the Army Corps of Engineers and State agencies to dredge Pelekane Bay Dredging strategy is off the table for a couple of reasons: 1. i damage than good. The corals and other bottom dwelling life tha would be destroyed and the process of recolonizing those species would have to bi2ildihdiidiliegn. . t wou str up te sement as one massve event an ocean crcuaton bi2ildihdiidili would move it onto living corals further away. Strategy 3.3; The County of Hawaii shall work closely with State Agencies and with the Kawaihae community to design solutions to restore ocean circulation along the Coast through the creation of a washout ch The feasibility study conducted by the Army Corps concluded that the sediment yyyyp would fill the channel and would not do what was hoped, disperse the sediment out into the ocean to clean out the bay. Note: The Kawaihae Community still wishes to see the wash out ch and feels strongly that it should remain an option to restore ocean circulation. Policy 4: Improve Traffic Safety for vehicular and non-vehicular transportation along Akoni Pule Highway Strategy 4.1; Reduce the speed limit from 35 to 25 mph along Ako vicinity of Kawaihae Harbor as indicated on the Conceptual Plan The South Kohala Traffic Safety Committee has been trying to get speed limit and the most they got was STOP to be painted on the road at the stop sign. The challenge continues to be funding and priorities. ggp Strategy 4.2; Prohibit parking along the shoulder of Kawaihae Ro for pedestrians and bicyclists. There was some work done toward this end in terms of taking out the coconut trees, and taking out the cattle pens near the comfort station so that park County Police Department will site cars parked along the shoulde when they see or are told of vehicles parking in shoulder areas. Strategy 4.3; Form an agreement with DLNR to utilize the land by the old cattle loading area for overflow parking from local businesses his has bddbdffkeen one an this area is now eing use or overlow paring Tbddbdffk Strategy 4.4; Construct pedestrian paths and bikeways along Akon Kawaihae corridor and add appropriate signage to increase safety SKTSC has been working with State on getting crosswalks, sidewal signage to be alert and enhance safety. Another option might be to work with Ala Kahakai National Histor trail off of the roadway up against the Harbor fence line.
